Invitation to Bid (ITB) 2026-2600-0166 Division of Juvenile Justice (DJJ) McLaughlin Youth Center (MYC) – Fresh Produce Services

PURPOSE:The Department of Family and Community Services (DFCS) is soliciting bids for the purchase and delivery of fresh fruits and vegetables to the McLaughlin Youth Center (MYC) in Anchorage, Alaska.

PRIOR EXPERIENCE AND MINIMUM REQIUIREMENTS:

To be considered responsive and responsible, offerors must demonstrate that they meet the service requirements described in this solicitation. The proposal must clearly describe how each requirement is met and must include supporting documentation as specified in the Invitation to Bid (ITB).

THE OFFEROR MUST HAVE:

• Demonstrated experience supplying fresh fruits and vegetables to institutions, correctional facilities, schools, or similar settings.
• Capability to maintain an adequate and reasonable stock of all items listed on the product worksheet
• Experience providing next-day delivery and accommodating emergency orders.
• Ability to provide a web-based (online) ordering system that includes inventory information, order placement, order status tracking, and printable confirmation forms.
• Proven quality assurance program for acquisition, warehousing, and distribution of perishable products.

THE FACILITY MUST:

• Deliver products to McLaughlin Youth Center, 2600 Providence Dr., Anchorage, Alaska 99508
• Maintain delivery vehicles in clean, enclosed, sanitary conditions to prevent contamination of food items.
• Ensure fresh products are delivered at temperatures between 32°F and 40°F.
• Use proper date coding and First-In, First-Out (FIFO) inventory principles to maintain product shelf life.
• Provide packing lists with each shipment. Common carrier freight bills are not sufficient.

RESPONSIBILITY REQUIREMENTS:

To be considered responsible, the lowest bidder must provide:

• Three (3) letters of reference from current or past clients within the last three (3) years, confirming satisfactory or better performance in providing similar fruit and vegetable supply services.
• Documentation of a quality assurance program covering acquisition, storage, and delivery of perishable items.
• If applicable, reference letters from State of Alaska agencies the vendor has contracted with in the past three (3) years. Vendor performance with the State will be verified via the IRIS financial system.

Failure to meet these minimum requirements or to provide required supporting documentation will result in the proposal being deemed non-responsive or the bidder being deemed non-responsible, and the offer will be rejected.
