The Town of Needham requests qualifications for a Project Manager (PM Consultant) to provide PM consulting services on the Pollard Middle School Project. The Town is partnering with the Massachusetts School Building Authority (MSBA) on this project.  The scope of services may include assisting the Town’s Employee OPM on Project Management, Cost Estimating, Constructability Review, prequalification of filed sub bid contractors, qualifying Construction Manager at Risk (CMR) contractors, Scheduling, Construction Administration and other Project Manager (Consultant) related activity. The nature of the work agreement will be a contract for the duration of the project, anticipated to start in March of 2025, running through Feasibility and Schematic Design and an estimated Project Funding date in November 2026, with a potential extension through to project completion date of September 2031.

A Briefing Session will be held on Thursday, December 5, 2024 at 3:00PM, located at the Pollard Middle School, 200 Harris Ave, Needham, MA in the Media Center (sign in at the front desk). Selected Interviews of a short list of candidates, if required, will be conducted by the Town of Needham Permanent Public Building Committee (PPBC) and are tentatively scheduled to take place on Thursday, January 9, 2025 from 9am to 12 noon.

Qualifications must be returned to the Building Design & Construction Department c/o Kathryn Copley, 500 Dedham Ave., Needham, MA 02492 by 2:00 PM on Thursday December 19, 2024.

Fax transmissions will not be accepted.

The Consultant fee for the identified services including all reimbursable expenses will be negotiated, based on established hourly rates and defined scope of work. The total fee of the master contract will not exceed $200,000 for phase one and will be negotiated with the top ranked qualifying firm. The contract may be extended through all MSBA Modules- 6, 7 & 8 to project completion under a negotiated fee not to exceed $800,000.  The Town of Needham reserves the right to reject any or all qualifications and to accept any proposal that it considers to be in the best interests of the Town.
