Former Fulton Mall Site Environmental Restoration Project
Description:

The Record of Decision (ROD) for the Site requires the installation of a one-foot soil cover
across the entire portion of the Site located on the south side of Harrison Street. The soil
cover is required to be a minimum of one foot of soil (except as noted below), meeting the
SCOs for cover material as set forth in 6 NYCRR Part 3756.7(d) for commercial use. The soil
cover will be placed over a demarcation layer, with the upper four to six inches of the soil of
sufficient quality to maintain a vegetation layer. Any fill material brought to the site will meet
the requirements for the identified site use as set forth in 6 NYCRR Part 375-6.7(d)

To accommodate existing / adjoining grades and surfaces, note the following:

• The Site is adjoined on two sides by roadways and two sides by private property. In

addition, a building is present on the northern Site interior. The soil cover system

must tie into these existing surfaces / grades. The proposed grading to promote

positive drainage and shed stormwater away from these important features is shown

on Figure 4.

• Along the boundaries, the CONTRACTOR shall scrape a minimum of six-inches of the

surface soil and blend it into the interior of the Site surface prior to placing the

demarcation fabric and cover soil. It is expected that a 10-foot to 15-foot swath along

the Site perimeter be scraped back to the interior of the Site. Refer to Figure 3.

• Along the concrete slab, the CONTRACTOR shall scrape a minimum of six-inches of

the surface soil and blend it into the interior of the Site surface prior to placing the

demarcation fabric and cover soil. It is expected that an approximate 5-foot to 10-foot

swath around the slab will be scraped back to the interior of the Site. Refer to Figure

3.

Completion of the remedy will generally require:

• Removal and proper management of trees and stumps.

• Decommissioning of groundwater monitoring wells.

• Erosion and sediment control.

• Grading modifications.

• Placement of the soil cover.

• Surveying of the Site to document the elevations of the modified subgrade and the

depth of the final cover system. A current ALTA Survey is attached.
