ADVERTISEMENT FOR BIDS
The City of Sherman, Texas, is accepting sealed bids for the Heritage Ranch Public Improvements Phase 2
in the City of Sherman, Texas, hereinafter called “City” or “Owner,” in accordance with specifications and
Contract Documents prepared by the City of Sherman. Sealed bids must be received at the office of City
Engineering, located at the Community Services Building, 317 South Travis Street, Sherman, Texas 75090
no later than 3:00 p.m. on Tuesday, September 15, 2026. Bids received on or before this deadline will be
opened and read aloud. Any bids received after the deadline will be rejected as non-responsive.
This project consists of all work associated with the unit price bid for the construction of Heritage Ranch
Trail from west of Lone Star Parkway to FM 1417, including water line, storm drain and paving
improvements. Project shall include all necessary labor, materials, and testing in accordance with the
plans and specifications.
Each respondent shall identify its bid on the outside of the envelope by writing the words:

Bids shall be accompanied by a cashier’s check or certified check from a national or state bank in an
amount not less than five percent (5%) of the total maximum bid price, payable without recourse to the
City, or an original bid bond in the same amount from a surety company licensed by the State of Texas to
act as a Surety and listed on the current U.S. Treasury Listing of Approved Sureties, or a Binder of
Insurance executed by a surety company licensed by the State of Texas to act as a surety or its authorized
agent as a guarantee that the respondent will enter into a contract and execute a Performance Bond within
ten (10) days after notice of award of contract to respondent.
Plans, specifications and Contract Documents will be available at www.CivCastUSA.com. Bidders must
register on this website in order to view and/or download specifications and plans for this project. There
is NO charge to view or download documents. Respondents shall give contact information whether
physical plans or digital plans are requested.
The City reserves the right to reject any and all bids and responses and to waive any informality in bids and
responses received, as deemed to be in the best interest of the City.
The Respondent must supply all the information required herein. The City is not responsible for bids or
responses labeled incorrectly or misdirected. By responding to this request, the respondent agrees to
perform in accordance with the terms and conditions set forth herein and any resulting contract in the event
that the respondent is selected for contract award.
The successful respondent shall furnish to the City upon notice of award a performance bond and a labor
and material payment bond in conformance with statutory requirements. The successful respondent shall
furnish to the City once the project is complete a one (1) year maintenance bond in the amount of one
hundred percent (100%) of the total contract price. All bonds shall be submitted by a surety company
specifically approved in writing from the City holding a permit from the State of Texas to act as a surety,
or other sureties acceptable to the City. Said bonds should be issued by a company carrying a current Best
Rating of “A” or better.

A Pre-Bid Conference will be held Tuesday, September 8, 2026 at 3:00 p.m. in the Conference Room of
the Community Services Building located at 317 S. Travis Street, Sherman, Texas 75090. This conference
is for informational purposes only. Answers furnished will not be official until verified in writing by the
City. Answers that change or substantially clarify the Advertisement for Bids will be affirmed in writing.
Attendance at the pre-submittal conference is strongly recommended, as it may be the only opportunity to
review the scope of work with the City. Failure to attend will not be cause for lack of knowledge of the
project.
Bids received by the deadline will be publicly opened and respondent names will be read aloud at the
Community Services Building, 317 South Travis Street, Sherman, Texas 75090, five minutes after the
specified time for delivery.
