An evaluation team will review proposals and select a vendor based on the selection criteria and process outlined in the RFP.  The selected vendor will enter into an agreement for a period of three (3) years upon approval by City Council, with two, one-year extensions available after that.

Introduction
The City of Gilroy (City) is a charter city located in southern Santa Clara County with a
population of approximately 60,000. The City operates under a council-administrator form
of government, with the mayor and six (6) City Council members elected at large to four-year
terms. For the 2026 election, the City is transitioning to a district-based election system for
the six (6) Council seats and will retain the at-large mayor position. Development activity in
Gilroy dates back to the early 1800s, with the City formally incorporated in 1870. Since then,
the City has experienced several annexations and periods of growth throughout the 20th and
21st centuries.
Information regarding the City and its organization, including its governmental structure,
services provided, and the current operating and capital budgets, is available on the City's
website at www.cityofgilroy.org.
Project Description
The City is seeking consultants to conduct on-call plan review and inspection services,
providing the City with the knowledge and resources to assist with the volume of permitting
activity that the City manages. The approved consultant, or consultants, would be subject
to an award for these services for a period of three (3) years, with two, one-year extensions
available. The agreement is anticipated to begin on July 1, 2026.
The Building Official oversees the Building Division of the Community Development
Department and ensures that the City’s adopted building codes are adhered to during the
plan review and construction process. The Building Division oversees construction on
private property to ensure the safe operation of buildings and compliance with building,
electrical, mechanical, plumbing, energy, green building standards, and accessibility codes
and laws.
The Fire Marshal oversees the Fire Prevention Division of the Community Development
Department and conducts comprehensive plan review and inspection for all new
development and construction projects, and the permitting and routine inspection of
occupancies requiring permits under the Gilroy and California Fire Codes, the City’s
Hazardous Materials Ordinance, and as required by the California Code of Regulations Title
27 for the Certified Unified Program Agencies (CUPA) programs and the Industrial
Wastewater Pretreatment Program.
The City is reviewing fee schedules and service delivery model that could alter the quantity
of work performed by consultants.
Issuing Office
The Finance Department is the Issuing Office for this Request for Proposal (RFP) and the
point of contact for all process and contract questions as well as protest. Technical
questions shall be directed to the Project Manager.
