SECTION I: PROPOSAL INSTRUCTIONS AND CONDITIONS
The Murrieta Valley Unified School District (“District”) is seeking proposals from charter bus service providers to
meet the District's busing needs. The services provided by the Contractor(s) shall consist of furnishing the required
number of buses and bus drivers for the transport of students or personnel for school-sponsored activities, such as
athletic events, field trips, District events, or any other District sanctioned transportation need.
Through this RFP, Respondent shall furnish, operate and dispatch field trip transportation as requested by the District.
The District shall furnish as much advance notice as possible. It is understood that one firm may not be able to
accommodate the District’s field trip needs at all times. If the lowest Respondent does not have a bus of the requested
size available when a field trip needs to be scheduled, that trip may be scheduled with the second lowest Respondent
and so forth; therefore, the District may award to one or multiple Respondents.
The District expects that all Contractors, by the submission of their proposal, shall be certified in accordance with the
applicable laws of all federal, State of California, and district requirements as a School Bus or School Pupil Activity
Bus (SPAB) and that all drivers of such vehicles will likewise have a valid Special Drivers Certificate license
whether or not passengers are students or adults on school or District related activities utilizing either public or private
funds. The following codes also apply to all school bus drivers and SPAB: vehicle code sections 545, 12517(b),
12517.2, 12517.3, & 12517.4, and Education Code section 40082.
All work performed and all equipment used by Respondents shall meet all applicable “Regulations and Laws Relating
to Pupil Transportation in California” as published by the California State Department of Education. A signed proposal
will be considered a declaration that the equipment to be used in the execution of the contract, if awarded, does and
will continue to meet all safety regulations.
CONTRACT TYPE / TERM:
The contract may be awarded to one (1) or more Respondents if it is in the District’s best interest. The initial term of
the resulting agreement will be for one (1) year with up to four (4) optional, twelve (12) month renewal terms for a
maximum of five (5) years. The period of performance will be based on the submitted proposal of the selected
Respondent(s); however, if deemed necessary, the District may opt to increase the Respondent’s involvement in the
awarded contract via an Amendment. Such Amendment, if any, to increase or decrease the dollar value and extend
the period of performance shall be at the sole discretion of the District.
