The Brownsville Public Utilities Board (Brownsville PUB or BPUB) will accept sealed responses
to this Request for Qualifications for Professional Engineering Services for Water and Wastewater
Projects until December 30, 2025, at 5:00 PM in the Brownsville PUB Purchasing Office, 1155
FM 511, Olmito, Texas. RFQs received after this time will not be considered.
RFQ’s will be publicly opened and the names of the Firms responding read aloud on January 5,
2026 at 11:00 AM. Firms can call at 11:00 AM on this date at (956) 214-6020 to listen to the RFQ
acknowledgment.
Detailed specifications may be obtained at the following website: https://www.brownsville-

Please mark on the outside of the envelope and on any carrier’s envelope: "RFQ FOR
PROFESSIONAL ENGINEERING SERVICES FOR WATER AND WASTEWATER
PROJECTS”, Q012-26, December 30, 2025, 5:00 PM", and send to the attention of Diane
Solitaire, Purchasing Department, 1155 FM 511, Olmito, Texas 78575.
The Brownsville PUB will not be responsible if the U.S. Postal Service or any other courier system
fails to deliver the RFQ to the Brownsville PUB, Purchasing Office by the deadline above. RFQs
via electronic transmission and facsimile will not be accepted.
The Brownsville PUB reserves the right to reject any or all RFQs and to waive irregularities
contained therein, and to accept any RFQ(s) deemed most advantageous to the Brownsville PUB.

SECTION 2
INTRODUCTION
2.1 GENERAL
The Brownsville Public Utilities Board (“BPUB”) of the City of Brownsville, Texas is forwarding
a Request for Qualifications (“RFQ”) for the selection of up to ten (10) professional engineering
firms to provide professional engineering services required for water and wastewater system
studies, analyses, rehabilitations and upgrades as well as facility building engineering expansions
and refurbishments related to those processes. This RFQ is to be used as a guide by consultants
when preparing their Statements of Qualifications (“SOQ’s”).
2.2 BPUB WATER AND WASTEWATER SYSTEM DESCRIPTION
BPUB currently provides potable water to over 54,000 residential and commercial customers. It
has the capacity to produce 47 million gallons per day of potable water. BPUB’s potable water
distribution network consists of three water treatment plants, 661 miles of water lines, one ground
storage tank, and three elevated storage tanks with booster pumps. BPUB is also a wholesale
provider of water to several other entities. In addition, BPUB provides wastewater services to over
55,000 residential and commercial customers. It has the capacity to treat 27.3 million gallons per
day of wastewater. BPUB’s wastewater collection system network consists of two wastewater
treatment plants, 156.5 square miles of both gravity and force main sewer lines and 177 lift
stations.
2.3 SUBMITTAL DEADLINE
The BPUB will accept Request for Qualifications until 5:00 P.M., Tuesday, December 30, 2025.
