IFB 25-E0035 Laboratory Analytical Services

You are invited to review and respond to this Invitation for Bid (IFB) titled, 25-E0035 Laboratory Analytical Services.

This Agreement will provide advanced laboratory analytical services to characterize microplastics (MPs) in drinking water and bottled water matrices and to characterize associated chemicals relevant to the Office of Environmental Health Hazard Assessment (OEHHA) human health evaluation activities. Consistent with State Water Resources Control Board Resolution No. 2020-0021, microplastics are defined for regulatory purposes as solid polymeric materials, to which chemical additives or other substances may have been added, that are particles ranging from 1 nanometer to 5 millimeters in all dimensions and that originate either at that size or from the breakdown of larger materials, excluding polymers derived in nature that have not been chemically modified other than by hydrolysis. For this agreement, the operational analytical definition is the subset of that regulatory universe that the Contractor shall measure as particles greater than 200±100 nanometers to 500 micrometers, together with associated chemical characterization, so that OEHHA receives decision-grade, reproducible, and policy-relevant data for exposure characterization, hazard interpretation, and downstream risk-assessment analyses.
