I. INTRODUCTION
The County of Humboldt (“the County”) is administering a Community
Development Block Grant (CDBG) for the City of Rio Dell (“Rio Dell”). The
County will handle administrative matters and payments will be made by Rio Dell.
Bids are invited, on behalf of homeowner Ms. Angelina Lasko, from qualified
contractors to provide construction services for home repairs, including roofing
and HVAC 223 Belleview Ave, Rio Dell, California.
The Lasko residence suffered damage due to the severe earthquakes on
December 20, 2022, and January 1, 2023. The residence is a 1948 two-story
1150 square foot site-built residence. See photos in Attachment B. The budget
of this project is $20,000.
THIS PROJECT IS NOT SUBJECT TO PREVAILING WAGE REGULATIONS.

III. BID CONTENTS
A. Bid Form: The Bid Form below must be completed and signed by an
employee authorized to receive consideration.
B. Non-Exclusion: Contractor must have or obtain a Unique Entity
Identification (UEI) from SAM.gov. The UEI enables confirmation of eligibility
to receive federal funds.
C. Subcontractors: Provide company contact information and a UEI for each.
D. Rates: Provide cost of materials and labor for construction services itemized
in the Scope of Work below. Indicate a cost estimate for each itemized task.
E. Timeline: Identify date of availability to commence work and brief timeline.
F. Sealed envelope/PDF: All responses shall be submitted in a sealed envelope
or single PDF via email, which is clearly marked with “PLN-2025-02”.
G. Cost of bid preparation: Cost of preparing a bid shall be borne by the
respondent.
IV. PRE-BID WALK THROUGH
Owner is available for pre-bid walk throughs Thursday, November 13, 2:00 to
5:00. Contact Ms. Lasko for alternative times at (707) 497-7207.

V. SELECTION CRITERIA AND PROCESS
Sealed bids will be opened publicly at an appointed time. Bidders and the
homeowner may attend. County staff will review bids and provide homeowner
with a list of vendors to perform the work based on the following selection criteria.
Bidders will be notified of final selection.
A. Minority/Woman/Section 3 owned businesses
B. Capacity to perform the scope of work
C. Cost to perform the scope of work
D. Possession of licenses in good standing and insurance certificates
E. Ability to complete the task in a timely manner
F. Ability to work cooperatively with County staff
G. Vendor has UEI and clears debarment review
VI. CONTRACT TERMS
The successful bidder shall enter into a prime construction contract with the
homeowner and shall include the addendum in Attachment C and shall comply
with the terms and conditions required by County and Rio Dell. County is not
party to the contract. Rio Dell is not party to the contract. Contractor must agree
to comply with all CDBG state and federal regulations. Objections to the terms
and conditions not made prior to submission are deemed waived.
VII. ACCEPTANCE OF WORK
Progress payments will be made after acceptance of work by the homeowner
and the County, and signoff of permit items by building inspector as applicable.
Ten percent (10%) will be withheld from each invoice. Final payment will be
made to the contractor when a) the building inspector has accepted the work as
evidenced by signing the building permit, and b) completion of items on the final
punch list is approved by the homeowner. Thirty days after the County records a
Notice of Completion signed by the homeowner, the ten percent retention will be
paid to the contractor.
VIII. RESERVATION OF RIGHTS
The County reserves the right to do any of the following:
1. Cancel the IFB process at any time
2. Amend or modify the Scope of Work prior to the submission of bids
3. Cancel the IFB after opening but prior to award
4. Negotiate contract terms and conditions with any qualified bidder
5. Reject any response which is in any way not in compliance with the IFB
6. Decline award of a contract
IX. PUBLIC RECORDS
All bids and materials submitted become the property of the County and are
subject to disclosure under the Public Records Act (Government Code

§7920.000 et seq.). However, if prior to the award of a contract further
negotiations are contemplated, the County must discern whether public
disclosure should await the completion of the negotiations. In these
circumstances the County must establish that the public interest in nondisclosure
clearly outweighs the public’s interest in disclosure (Government Code §§
7929.000 & 7922.540(a); Michaelis, Montanari and Johnson v. Superior Court
(Los Angeles) (2006) 38 Cal.4th 1065).
X. CONFLICT OF INTEREST
Bidder warrants and covenants that no official or employee of the County or the
City of Rio Dell, nor any business entity in which an official of the County or the
City of Rio Dell has an interest, has been employed or retained to solicit or assist
in the procuring of the resulting contract, nor that any such person will be
employed in the performance of such contract without immediate divulgence of
such fact to the County.
XI. INDEMNIFICATION
Contractor shall hold harmless, defend and indemnify County and its officers,
officials, employees and volunteers from and against any and all liability, loss,
damage, expense, costs (including without limitation costs and fees of litigation)
of every nature arising out of or in connection with contractor’s performance of
work hereunder or its failure to comply with any of its obligations contained in the
agreement, except such loss or damage which was caused by the sole
negligence or willful misconduct of the County.
XII. ASSIGNMENT
Any contract resulting from this response to the IFB and any amendments or
supplements thereto shall not be assignable by the successful candidate firm or
individual either voluntarily or by operation of law, without the written approval of
the County, and shall not become an asset in any bankruptcy, receivership, or
guardianship proceedings.
