Description
Intent to Sole Source
On behalf of the William S. Middleton Memorial Veterans Hospital (Madison VAH), 2500 Overlook Terrace, Madison, WI 53705, the Great Lakes Acquisition Center intends to negotiate a sole source five-year contract with Journey Mental Health Center for a day treatment program for rehabilitating adults diagnosed with mental health illnesses. The statutory authority permitting other than full and open competition is Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements as implemented by FAR 6.302-1. The period of performance will be February 1, 2025 through January 31, 2030.
The Madison VAH has a need for a contractor to provide the Clubhouse Model Mental Health Services for up to five (5) placements at the Journey Mental Health Center through the Yahara House program for patients receiving day treatment Outpatient Mental Health care. These services will include support that is offered by Clubhouse social workers, nurses, an occupational therapist, a board-certified eligible psychiatrist, a licensed substance abuse counselor and other Clubhouse specialties. This program engages patients in activities that promote independence, decision making, work relationships, coping strategies, stress reduction and recovery goals. Specific activities and services available are community employment opportunities, benefits counseling, case management, individual cultural assessment, treatment plans & treatment plan reviews, psychiatric evaluation & consultation, onsite medication management, crisis management, money management, health & wellness activities, and supportive education activities.
Yahara House is the only vendor that is fully accredited by Clubhouse International in Madison, WI offering these services for seriously mental ill patients and able to meet the needs of the Government. Journey Mental Health currently has staffing professionals who have met all VA security requirements. Services to veterans will be able to continue without interruption or unacceptable delays in fulfilling the requirements.
The North American Industry Classification System Code is 621420 Outpatient Mental Health and Substance Abuse Centers, with a small business size standard of $19.0 million.
