The Town of Milford, acting through its Highway Department is soliciting Bids for the Fountain Street/West Fountain Street/Congress Street Traffic Signal and Related Work project as set forth in the bid specifications.
The scope of work under this Contract consists of the partial reconstruction of the existing traffic signal located at the intersection of Fountain Street/West Fountain Street/Congress Street in Milford to improve the capacity and safety characteristics of the intersection. In addition to traffic signal infrastructure, the work will include other minimal incidental work including sidewalk and pedestrian curb ramp reconstruction, traffic signs, landscaping, pavement resurfacing, and temporary traffic control. Construction is expected to start on or before June 1, 2026 and be completed by December 31, 2026.
This project is being funded by the
Massachusetts Department of Transportation
(MassDOT)
Local Bottleneck Reduction Program
(LBRP). To bid on this project, Contractors must be pre-qualified in accordance with
720 CMR5.00
. Pre-qualification of contractors by MassDOT Highway Division in the category of Traffic Signals, for the project with an estimated value of $264,590.00.
Bids are subject to

and to minimum wage rates as required by
M.G.L. c.149 s26 to 27D

The Bid documents will be available 10:00 am, April 28, 2026, at the Milford Town Hall, Town Administrator and Select Board’s Office, 52 Main Street, Milford, MA 01757 (Monday, Tuesday, and Thursday 8:00 am – 4:30 pm, Wednesday 8:00 am – 6:00 pm, Friday 8:00 am - 11:30 am) and on the Town of Milford website. All bids are due by 10:00 am, May 19, 2026, at the Milford Town Hall, Town Administrator and Select Board's Office, 52 Main Street, Milford, MA 01757. A non-mandatory, Pre-Bid meeting will be held 10:00 am May 7, 2026, at the Milford Town Hall, Room 3, located at 52 Main Street, Milford, MA 01757.
A five percent (5%) bid deposit in the form of certified, treasurer’s or cashier’s check, drawn on a responsible bank or trust company and payable to the Town of Milford; cash; or a bid bond from a surety company equal to 5% of the total bid amount is required.
One original shall be submitted. NO faxed or emailed proposals will be accepted. Bids are to be submitted in a SEALED envelope.
No Bidder may withdraw bid within thirty (30) days after the actual date of the opening thereof. The successful Bidder must furnish a Payment Bond and a Performance Bond of an amount equal to one hundred percent (100%) of the total Contract Price, issued by a Surety Company, satisfactory to the Awarding Authority.
Selection of the Contractor will be based upon Bidder qualifications, including evidence of past performance in similar projects, and bid price. The Contract will be awarded to the Bidder deemed by the Awarding Authority to be the lowest responsible and eligible Bidder.
The Town reserves the right to accept or reject any and all proposals, to waive any informality in a bid, and to award the contract deemed to be in the best interest of the Town of Milford.
