SUMMARY
The Wyoming County Department of Buildings & Grounds is issuing this advertisement for BIDs to engage a
qualified contractor to provide labor and material for the installation and compaction of Asphalt Binder. The
scope of services is outlined below and generally include implementing the Department's requirements in
providing, but not limited to: labor, materials, tools, equipment supervision and other services necessary to mill,
repair base materials, adjust grades, resurface, and stripe the outlined parking lot. BIDS are due no later than
May 20th 2026 at 1:00pm.
Sealed Bid: Bids are to be submitted in a sealed envelope with the title of Animal Shelter Lotto the
Wyoming County Buildings and Grounds office located at: 36 Center Street Suite B3, Warsaw NY 14569 by
May 20th 2026, at 1:00pm. Bids may NOT be submitted via fax or email, and any Bid received after this
deadline will not be eligible for consideration. Bids will be reviewed and evaluated by Wyoming County Public
Works Committee in anticipation of the awarding of a contract.

Wyoming County reserves the right to reject and or waive any and all Bids/Proposals and to waive any
irregularities in procedure.
Form of Contract:
Unofficial letter of award will be issued within 10 business days. Formal contract can take up to 30 days.
Bidder qualifications:
1. Mandatory Site walkthrough/meeting with Buildings & Grounds Director must be scheduled with the Buildings
and Grounds Office 585 786 8958
2. Contractors business/company must have at least 10 yearsexperience in lot maintenance, paving, and general site
work.
3. Agency submitting the Bid is the agency completing more than 75% of the work.
4. Contractor must be registered with NYS to Qualify to bid
Along with the completed BID FORM please include:
5% Performance bond Letter
Total cost of the project w/brief itemized breakdown
Brief overview of the company with a description of its experience.
Three references for past projects completed in the last 24 months
Project Timeline, project schedule, and contingency plan if weather does not comply.

Project Site Details and site Specifications:
The estimated parking lot area is 7,200 sf. (contractor to measure for accuracy)
The operating hours of the building vary with potential of needing access 24/7
All work is to be completed in accordance with the most current NYS Building code/ DOT specifications.
Bids are to include prevailing rate as per NYS DOL Article 8 PRC#2026-011567
The use of any building restroom facilities will be prohibited, contractor to furnish temp restroom for all project
workforce.
Water is only available via garden hose attached to the building
Project is to be completed by October 16th 2026.
Project expected scope of work:
Site will be prepped, rough graded, and compacted by Wyoming County workforce prior to contractor paving.
Only minor prep work (to contractorspreference) may need to take place by the contractor prior to the
commencement of paving.
Alterations of daily parking lot operations will take place during the timeline of the project
o Note: construction needs to take place while maintaining multiple safe entry and exit points for employee
foot traffic to and from the facility.
Asphalt Binder Material Installation - Minimum of 5 inches of HOT asphalt binder to be installed and compacted
in a professional manner.
Asphalt Binder is to transition to all sidewalks, roadways, drainage devices, etc. without possibility of trip
hazards.
Grade set so all water sheds away from the building eastward towards Rt. 19 and/or away from lot.
Ponding or stagnant water is not acceptable and will be properly fixed/repaired at the contractors expense.
Asphalt binder clean up is the responsibility of the Contractor.
All finish grading of soil to be completed by County workforce after blacktop binder is installed, completed and
cool.
Any alteration to the work detail must be approved by the Buildings & Grounds Director.
o Any changes or alterations outside of the contract must have approval via written consent/Change order
no exceptions
Project Delivery:
Contractor will be required to field measure all parking lot areas as outlined per attachment A providing all labor,
materials, equipment, supervision and other services as may be necessary to complete the resurfacing project unless
otherwise specified. Weather permitting, Wyoming County anticipates that the work will be performed on a rolling basis
from project start to project completion. (Working nights only if absolutely necessary).
The Contractor will be required to coordinate all work with the Director of Facilities,
and shall be responsible for proper safety precautions, barriers and ensuring signage is in place to keep all personnel safe
and will ensure building accessibility.
Contractor to provide detailed Scope of Work including a Schedule that coordinates around all Court House scheduling.
Submitted schedule needs County approval before any work begins.
The buildings are to remain open for business during all construction.
Performance Bond:
Contractor shall furnish a performance bond in an amount of 5% of the contract. The bond shall remain in effect until the
final completion and inspection of the project.
Performance Criteria:
The Contractor shall be required to conduct project in a workman-like and professional manner. In performing this work,
the Contractor shall be required to field measure all lot areas and verify grades as well as square footages.
Please NOTE: Tobacco, Alcohol, and Drug use are not prohibited on County property. Anyone found using these items
on County grounds will be escorted off the premises immediately.
Construction Phase:
During the Construction Phase, constructor shall carry out such activities as are
necessary to complete the construction described in the document scope of work.
Contractor to maintain safe environment for all persons utilizing surrounding buildings and properties.
Contractor's Compensation:
As will be more fully described in the Form of Contract, this will be a Lump Sum type contract.
Offerors will be required to submit with their bid a Lump Sum Price for the work. The
Lump Sum Price should include sufficient funding to cover all of the costs necessary to complete the Project, including,
but not limited to, profit, home and field office overhead, supervision, labor, materials, equipment, bonds, insurance and
other services as may be required to obtain the necessary permits, and construct the work. The Lump Sum Price should
also include sufficient funding to fund items that are not specifically identified on the Drawing and Specifications portion
of the bid spec but which are reasonably inferable from therefrom, as well as the performance criteria outlined in the
Details and Specifications portion of this Bid platform.
