DLA Aviation intends to solicit on a sole source basis under the authority of FAR 6.302-1 to General Electric Company, CAGE 99207, via a letter Request for Proposal (RFP) for a proprietary forecasting and analysis tool to include supply chain management consisting of supply support, demand/planning forecasting, material management, storage/warehousing, reliability improvements, and field customer service support of the J85 Engine manufactured by GE, and the associated J85 Bill of Materials (BOM) of 5,736 DLA-managed Consumable parts and USAF-managed Depot Level Reparable (DLR) parts to support United States Air Force (USAF) customers. Attachment 1 represents the J85 BOM of 5,736 parts that align with the scope of the proposed sole source contract for the proprietary forecasting and analysis tool. The J85 Engine powers the T-38A/C Talon dual engine aircraft, the training workhorse for the US Government and its allies.
A copy of the solicitation will not be available via the DLA-BSM Internet Bid Board Systems (DIBBS). A copy of this solicitation may only be available to requesters by contacting the Point of Contract (POC) for this notice directly. If any non-OEM source is interested, please notify the Contracting Officer prior to the synopsis closing date. The period of performance for the forecasting and analysis tool shall be five years from the executed contract action, one seven-month base period with one four-year and five-month option. Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to support all items of the entire J85 BOM for the duration of the contract period as identified. A copy of the letter of interest should be forwarded to the Contracting Officer identified herein and SBA PCR (Steven.Powell@dla.mil). The Government may alter the acquisition strategy if it is in the best interest of the Government.
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposed action is for a forecasting and analysis tool for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Solicitation number SPE4AX-25-R-J851 is issued as a Request for Proposal (RFP).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFARS) and Defense Logistics Acquisition Directive (DLAD). The associated NAICS code is 336412. The Government intends to add this tool to the current GE J85 COI Contract, SPE4AX-20-D-9445.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
SOLICITIATION WILL BE POSTED TO FBO ONLY. INDIVIDUAL REQUESTS WILL NOT RECEIVE A RESPONSE AS FBO IS A PUBLIC ACCESS DOMAIN.
