WASTEWATER TREATMENT PLANT  
PRIMARY BUILDING ROOF REPLACEMENT

Sealed bids will be received by the City of Port Huron, Michigan, by mail or in person in the office of the City Clerk, 1st Floor, 100 McMorran Boulevard, Port Huron, Michigan, 48060, until 3:00 p.m. May 13, 2026, and immediately thereafter the bids will be publicly opened and read in Meeting Room 101 of the aforesaid Municipal Office Center.

JOB DESCRIPTION:
Provide a detailed cost proposal to furnish all labor, material and equipment to remove the existing roofing system, including ballast, membrane, insulation, protection boards and vapor barriers (if present) and install a new EPDM membrane, cover board, vapor barrier, insulation, ladders, and walkway pads on the Wastewater Treatment Plants (WWTP) primary building.  Replace roof drains and conductors, remove and replace parapet coping for a complete watertight roofing system per project plans and specifications. 

A pre-bid meeting will be held on Tuesday, May 5, 2026 at 1:00 p.m. at the Wastewater Treatment Plant located at 100 Merchant Street, Port Huron, Michigan 48060.  

Bidding documents including drawings and project manual contract documents, including instruction to bidders form, agreement and specifications may be examined and shall be obtained from theMichigan Inter-governmental Trade Network(MITN) website by BidNet Connect, located at  HYPERLINK "https://www.bidnetdirect.com/mitn" https://www.bidnetdirect.com/mitn beginning on April 20, 2026.  All bidders shall obtain a complete set of documents, including all posted addenda, from the City of Port Huron via MITN and are required to have a representative at the mandatory pre-bid meeting for their proposal to be responsive.
 
A certified check payable to the City of Port Huron, or a satisfactory bid bond executed by the bidder and a surety company, in the amount equal to five percent (5%) of the bid, shall be submitted with each proposal. No bid may be withdrawn for at least ninety (90) days after the scheduled closing time for receiving bids.  All proposals must be submitted on proposal form provided by the City of Port Huron via MITN for that purpose.

The City of Port Huron reserves the right to reject any or all bids, to waive any defects or irregularities in a bid, and to accept any bid which is deemed most advantageous to the said City's interests.  The successful bidder will be required to furnish satisfactory performance, labor and materials bonds, maintenance and guarantee bonds and insurance certificates.

All bidders are required to qualify according to the bidder qualification regulations for contractors bidding on City of Port Huron contracts as set forth in the Instruction to Bidders.
