Submission Requirements

Submit any questions in writing to Jacob Ethen , Wastewater Services Manager, by Monday, February 2, 2026. A written response will be provided to all interested firms by 11:00 AM (CST) on February 4, 2026. Contact Mr. Ethen to schedule any site visits or with questions regarding this Request for Proposal.

Proposals will be accepted until Friday, February 6, 2026, at 4:00 PM(CST) and are to be submitted via email , Attention: Emma Larson, Assistant Public Utilities Director.

The cost of service proposal will be used with all other elements of the submittal for making a recommendation. The cost proposal will not be considered a bid; it will be the starting point for negotiating a contract for this work.

Aeration Blower #1 Replacement
Proposal
The City of St. Cloud, Minnesota is soliciting proposals from interested consultants for
design services related to the replacement of an existing aeration blower. The design
shall include integration into existing structure and equipment, with replacement/repair
cost estimates, as well as a project schedule.
Background Information
The equipment is located at the St. Cloud Nutrient, Energy and Water Recovery Facility,
NEW Recovery Facility, 525 – 60th Street South, St. Cloud, MN 56301. This existing
equipment was installed in 2010 to convey the necessary volume of atmospheric air to
aeration basins, to treat an average of 10 million gallons per day(MG)of municipal
wastewater, up to a maximum of 17.9 MGD.
Existing Equipment
Blower Type: Centrifugal with dual vane control
Horsepower and Electrical: 600HP, 4160 3P VAC
Air flow Capacity: 5000 to 13000 Cubic Feet per minute, CFM, discharge of 8 PSI.
Years in service: 2010-2019
Known Deficiencies: Failed hydraulic system that is no longer serviceable.
Medium voltage controls are no longer serviceable.
Oversized blower output for current aeration operations.

Project Description
To provide design and bidding document services suitable for a single prime contractor
to retrofit an owner purchased dual core, high speed blower, APG Neuros NX500D, at
St. Cloud NEW Recovery Facility in place of an existing Siemens Turblex dual vane
control centrifugal.
Scope of Services
The scope of services shall include confirming the customer provided record drawings,
including producing preliminary drawings showing the work, submitting working drawing
sets for the owner to review and comment. The final specification drawings will address
the owner’s comments and will be suitable for bidding and/or quotations.
Opinions of probable construction expenses shall be provided, including the evaluation
and assessment of the blower retrofit and associated equipment as well as a list of
recommended improvements and estimated costs for repair and/or replacement. The
scope shall include an evaluation, assessment and Engineer’s expense estimates,
documents for the following components that may include but are not limited to the list
below:
Transformers, disconnects, conduits, electrical services, and controls upgrades,
including integration into existing SCADA system
Plumbing/mechanical upgrades and modifications to interconnect with existing
prefilter systems and blower discharge air header
Blower room HVAC system upgrades
Structure and exterior modifications; block wall, granite veneer, and soffit,
concrete equipment pad, and overhead door

Cost of Service Proposal
The cost-of-service proposal will be used with all other elements of the submittal to
make a recommendation to City Council. The cost proposal will not be considered a
bid; it will be the starting point for negotiating a contract for this work.
Consultant Selection Process
The proposals received will be evaluated based on qualifications and experience of
the Consultant, the anticipated cost of services as well as other appropriate factors
(see below).
Selection criteria shall include, but shall not be limited to, the following factors:
1. Related professional experience, specific project responsibility and availability of
key personnel assigned to the project.
2. Consultant’s recent experience in the provision of comparable wastewater
aeration systems and design services.

3. Demonstration of understanding of St. Cloud’s NEW Recovery Facility aeration.
process and systems, current issues and future needs and the integration of new
systems into existing processes.
4. Current workload.
5. Demonstrated ability to meet schedules without significant cost overruns.
6. Qualifications and experience of consultants and sub-consultants. List of sub-
consultants shall be submitted with proposal.
7. Proposed timeline.
8. Anticipated cost of services.
As the contracting authority, the City of St. Cloud shall make the final decision
concerning Consultant selection and Consultant contracts. The City reserves the right to
negotiate professional services from the selected consultant(s) as deemed necessary to
fulfill the complete project intent.
