Project Description: The Altoona Water Authority will receive sealed bids online via PennBid for the Beale and Union Avenue Waterline Improvements Project until 10:00 A.M. (EST) on Monday, March 17, 2025, at which time they shall be opened online and publicly posted via PennBid. Bids submitted by any other means will not be accepted.
A mandatory pre-bid meeting will be held on Wednesday, March 5, 2025, at 9:00 A.M. located at 900 Chestnut Avenue, Altoona, PA 16601.

The Project consists of the construction of approximately 1,020 linear feet of 8” water main lines, approximately 270 linear feet of service lines, and the installation of 21 meter pits, and appurtenances by utilizing open trench methods of excavation and related work. The Project is located in the City of Altoona, Blair County, PA.
Award and the start of construction will be expedited to allow the project to begin in April of 2025. The Successful Bidder will be required to complete all work by May 31, 2025. Bid security shall be furnished in accordance with the Instruction to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work.
Bidders must comply with all State anti-bid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid.
The Contractor shall adhere to the provisions of the Pennsylvania Prevailing Wage Rates as set forth in the Contract Documents.
