Early Notice and Public Review of a Proposed Activity in a Floodway
To: All interested Agencies, including all Federal, State, and Local Agencies, Groups
and Individuals
This is to give notice that Crawford County has conducted an evaluation as required by
Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C
Procedures for Making Determinations on Floodplain Management, to determine the
potential affect that its activity in the floodway will have on the human environment for the
PY2025 Community Development Block grant Allocation Program under 25NR-1AQ-
25CDBG. The project includes replacing the approximately 48-foot pedestrian bridge in
Kelly Park to accommodate access from the village into the park. This project is considered
a functionally dependent project as it must be constructed in a floodway in order to perform
its intended purpose. The proposed project(s) is located in Kelly Park at 1000 Cross Street
in Crestline, Crawford County.
There are three primary purposes for this notice. First, people who may be affected by
activities in floodplains and those who have an interest in the protection of the natural
environment should be given an opportunity to express their concerns and provide
information about these areas. Commenters are encouraged to offer alternative sites
outside of the floodplain, alternative methods to serve the same project purpose, and
methods to minimize and mitigate impacts. Second, an adequate public notice program can
be an important public educational tool. The dissemination of information about floodplains
can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy
and modification of these special areas. Third, as a matter of fairness, when the Federal
government determines it will participate in actions taking place in floodplains, it must
inform those who may be put at greater or continued risk.
Written comments must be received by Crawford County at the following address on or
before April 22, 2026: Crawford County, 112 E. Mansfield St., Suite 304
Bucyrus, Ohio and 419-562-5876, Attention: Leanna Gosser, Clerk, during the hours of
8:00 AM to 4:30 PM. Comments may also be submitted via email at
commissioners@crawford-co.org .
