Notice to Bidders: Allendale County (the "Owner") is soliciting sealed Bids from licensed and qualified
Contractors for the construction of the new outdoor walking trail at the Allendale County Leisure Center located
at 3691 Allendale-Fairfax Hwy. - Fairfax, SC 29827. The walking trail shall be constructed in accordance with
the design and engineering specifications prepared Davis and Floyd, Inc. as outlined in the project documents.

Notice to Bidders: Allendale County (the "Owner") reserves the right to reject any or all Bids and to waive any
informalities or irregularities in the bidding process. No Bid will be considered unless the Bidder is properly
licensed and qualified in accordance with the South Carolina Contractor's Licensing Law (South Carolina Code of
Laws Title 40, Chapter 11, Sections 40-11-10 through 40-11-430) and the South Carolina Code of Regulations
Chapter 29.

Notice to Bidders: Bid security in the form of a Bid bond, made payable to Allendale County, in the amount
equal to five percent (5%) of the total Bid price, is required. Contract security in the form of one hundred percent
(100%) Performance and Payment Bonds will be required. Award of the project is contingent on approval by the
Allendale County Council and will be based on the lowest Bid from a responsive and responsible Bidder. No
Bids shall be withdrawn for a period of ninety (90) days following the date of the Bid opening.

The Owner (Allendale County) is soliciting sealed Bids from qualified and legally licensed Contractors for the
construction of the new outdoor walking trail at the Allendale County Leisure Center located at 3691 Allendale-
Fairfax Hwy. - Fairfax, SC 29827. This solicitation has been publicly posted and may be obtained on the
South Carolina Business Opportunity (SCBO) https://scbo.se.gov/search website.

The outdoor walking trail is to be constructed as outlined to the specifications of Davis and Floyd Inc., who
have completed the design and engineering work for the project. The Work for this project consists of
providing all the required materials, equipment, and labor necessary for completion. Davis and Floyd Inc.'s
walking trail project design specifications can be viewed at the following web address:

The sealed Bid submission deadline is 3:00 P.M. on Tuesday June 2, 2026. Proposals are to be hand-delivered

Allendale County (the "Owner") reserves the right to reject any or all bids and to waive any minor informalities
and minor irregularities in the bidding process. No Bid will be considered unless the Bidder is properly
licensed and qualified in accordance with the South Carolina Contractor's Licensing Law (South Carolina Code
of Laws Title 40, Chapter 11, Sections 40-11-10 through 40-11-430) and the South Carolina Code of
Regulations Chapter 29. Bidders must hold all licenses required for the classification and scope of work

the contract. All amendments to and interpretations of this solicitation shall be in writing and issued by
Allendale County. Allendale County shall not be legally bound by any addendum, amendment, or interpretation

Section 3: Definitions

Responsible Bidder: A Responsible Bidder means a Bidder who has the capability in all respects to fully
perform the stated requirements, and the integrity and reliability which will ensure good faith performance.

Responsive Bidder: A Responsive Bidder means a Bidder who has submitted a Bid which conforms in all
material respects to the Invitation for Bids.

Protest: Any actual or prospective Vendor, Bidder, or Contractor who is aggrieved in connection with the
solicitation or award of a contract may formally protest to Allendale County. The protest shall be submitted in
writing within fifteen (15) days after such aggrieved person or party has received the bid tabulation or the intent
to award letter.

A protest shall be submitted in writing to Allendale County, 526 Memorial Avenue North, Allendale, SC 29810

and shall set forth the grounds of the protest, evidence to support the protest and the relief requested with
enough particularly to give notice of the issues to be decided.

It shall be agreed that the Allendale County may exercise its right to require a protest bond or irrevocable letter
of credit from a protesting party when applicable.

Disputes: In cases of disputes as to whether or not an item or service quoted or delivered meets the
specifications, the decision of the Owner (Allendale County) shall be final and binding on all parties.

Changes/Change Order: A Change is any modification to the specifications, scope of work, terms, conditions,
pricing, quantity or other requirements of this Invitation for Bids or the resulting contract. After the award, no
change shall be effective unless it is issued in writing and authorized by the Owner (Allendale County). Any
work performed or costs incurred by the Contractor without such written authorization shall be the sole
responsibility of the Contractor.

Inquiries
An Inquiry is a written request from a Bidder seeking clarification of the requirements, specifications, or terms
of the Invitation for Bids.

All inquiries, questions, or request for clarification regarding this Invitation for Bids must be submitted in
writing to William Robinson by email at wrobinson@allendalecounty.gov. The deadline for submitting
inquiries is Friday May 15, 2026 at 5:00 P.M.

Any changes clarifications to the Invitation for Bids will be issued only through a written Addendum. All
Addenda will be posted on the Allendale County website at

Bidders are responsible for monitoring the website and ensuring that all issued Addenda are received, reviewed,
and acknowledged.

Section 4: Scope of Work

The selected Contractor shall furnish all labor, materials, equipment, supervision, and incidentals
necessary to construct the Outdoor Walking Trail at the Allendale County Leisure Center in full
accordance with the architectural designs, plans, and specifications prepared by Davis and Floyd Inc.
The Contractor shall maintain a clean and safe worksite at all times and shall protect existing structures,
utilities, and vegetation not designated for removal.

Contractors shall review all project plans, specifications, and attachments prior to Bid submission to ensure full

understanding of the design, construction, and installation requirements associated with each component of the
work.

The Contractor shall locate and verify the actual position of all underground utilities and facilities within the
project area before beginning any construction activities. This includes, but is not limited to, the existing
underground septic tank at the site. The Contractor is fully responsible for protecting all underground facilities

and shall repair or replace any damage resulting from failure to properly locate, protect, or preserve such
facilities.

The Contractor shall ensure that all Work hereunder conforms to OSHA requirements and the oral or

written instructions of the Owner (Allendale County) pertaining to the protection of the Owner's (Allendale
County) property and the safety and protection of all persons in or about the Project site(s), and the Contractor
shall be responsible for any damage or injury to any person or property resulting from Contractor's failure to
maintain adequate safeguards against the occurrence of accidents, injuries, or damages at the Project site(s).

4.1: Administrative Expenses

The Contractor shall include all administrative expenses necessary to complete the project, including but not
limited to mobilization, project management, scheduling, coordination, and required documentation. The
Contractor shall be responsible for obtaining all required permits and comply with all National, State, and
County codes and regulations. Mobilization expenses shall encompass all preparatory work and operations
needed to begin construction, including administrative setup, submittals, permits, insurance, and initial project
meetings. The Contractor shall provide all surveying services required for lines, stakes, and grades to ensure
accurate layout and construction in accordance with the plans and specifications. Upon completion of the work,
the Contractor shall prepare and submit complete and accurate as-built drawings reflecting all field changes,
final locations, elevations, and installed conditions. All costs associated with these administrative expenses shall
be included in the Contractor's lump sum administrative expense line item.

4.2: Erosion Control
The sediment and erosion control plan includes the installation of sediment and erosion control Best
Management Practices as shown on Sheet C510.

e The Contractor shall reference Phase 1 of the Stormwater Pollution Prevention Plan (SWPPP) and install
all sediment and erosion control best management practices (BMPs) shown on Sheet C510 prior to
beginning demolition work.

The Contractor shall maintain, repair, and protect all erosion control measures throughout the demolition
and construction phases to ensure continuous compliance with the SWPPP and regulatory requirements.

4.3: Demolition

The Contractor shall verify the exact location of all utilities in the field prior to the start of any work. Some
underground conduits are not shown on the project plans. Existing conditions were obtained with available
record drawings and field surveys and are not warranted to be complete or accurate. Prior to any excavation,
the Contractor is to sub-contract utility location services for existing underground utilities. The Contractor shall

coordinate with the Owner (Allendale County) for relocation or removal of existing utilities necessary to

complete the work.

surveys in accordance with federal, state, and local regulations.

4.4: Site Grading

Areas disturbed by tree stumping, grubbing, and other construction activities should be filled with soil, graded
smooth to drain, and seeded.

4.5: Paving

(Review the attachments for additional details concerning design, construction, and installation specifications.)

Department of Transportation's standard specifications for highway construction.)

4.6: Landscaping/Plantin,
The Contractor shall perform all landscaping and planting work in accordance with industry best practices and
the project plans and specifications.

e The Contractor shall retain an arborist certified by the International Society of Arboriculture for the
duration of construction activities to oversee tree protection, planting procedures, and plant health.

e All trees, shrubs, plants, and groundcover material shall be installed within twenty-four (24) hours of
delivery to the site and shall receive double-cut hardwood mulch at minimum depth of three (3) inches.

e All trees located in the lawn area shall receive six (6) foot diameter double-cut hardwood mulch ring.

e Any plants located in direct sunlight shall be nursery sun grown.

e The Contractor shall be responsible for proper soil preparation, planting, watering, stabilization, and
establishment of all vegetation.

e All areas that are disturbed by construction inside or outside the limit of work, not provided with
landscape material shall be hydroseeded per the permanent grassing schedule on SWP Sheet within civil
drawings, leave no bare soils.

e The Contractor is responsible for ensuring positive drainage.

e All preserved trees shall receive tree protection barricades as detailed in the plans.

e All plant material and workmanship shall be guaranteed for one year from the date of acceptance by the
Owner (Allendale County).

The Contractor shall provide and plant the following trees, shrubs, and plants:

One (1) Eastern Redbud, single-trunk tree.

Twenty-four (24) Rose Creek Abelia shrubs.

Seventy-three (73) Vintage Jade Distylium shrubs.

Eleven (11) Munchkin Oakleaf Hydrangea shrubs.

Four hundred twenty-three (423) Dwarf Crested Iris plants.

Twenty-two (22) Little Henry Sweetspire shrubs.

Sixty-one (61) Whirling Butterflies Gaura plants.

Thirty-seven thousand seven hundred twenty-one (37,721) square feet of Palisades Zoysia grass.

4.7: Site Furnishing
Refer to the Drawings/Attachments for all furniture dimensions, mounting requirements, locations,
concrete pad sizes, and installation details.

The Contractor shall furnish, deliver, assemble, and install all site furnishings as specified below. All products
shall be new, commercial-grade, and installed in accordance with the manufacturer's recommendations. The

Contractor shall provide all hardware, anchors, concrete pads, footings, and accessories required for a complete
and functional installation.

The Contractor shall provide and install eight (8) Landscape Forms Gretchen picnic tables.
The Contractor shall provide and install nine (9) Landscape Forms Generation 50 benches.
The Contractor shall provide and install two (2) Landscape Forms Generation trash receptacles.

The Contractor shall provide and install a Steelworx twenty (20') x thirty (30") split-top gable shelter
(Model #: STGA-2030-S W).

4.8: Irrigation System Installation
The Contractor is responsible for the providing the design, materials, and labor to install the irrigation system
meeting the following requirements:

Turf areas and bed areas shall be on separate zones. Turf areas shall receive spray irrigation with pop up
spray or rotor heads manufactured by Rain Bird or approved by equal. All bed areas to receive drip
irrigation.

The Irrigation System shall be controlled by an automated irrigation controller that operates on solenoid
valves such as a Rain Bird ESP-LX16 Station outdoor controller or approved equal. The Contractor shall
coordinate with the utility provider and Owner to provide power to the controller. The Contractor is
responsible for the cost of providing power to the controller location and for providing and installing the
controller. It shall be mounted in a manner acceptable to the Owner.

The Contractor shall tie the proposed irrigation mainline into the existing or proposed water system.

The Contractor shall coordinate with the utility provider and/or Owner of the existing or proposed water
line.

Irrigation mainlines and laterals shall be Schedule 40 PVC pipe, minimum mainline size shall be 2 4"
and minimal lateral size shall be 4".

The Contractor shall provide the Owner with an irrigation plan for review by the landscape architect
prior to the installation. The system shall fully function to provide uniform cover to the satisfaction of
the Owner. Flow velocity in all pipes shall be kept under 5 FPS and mainline pressure shall be adjusted
to be between 30 PSI and 50 PSI. Adjustment at each valve shall be made so that pressure is delivered
to the spray heads at the manufacturer's recommended operation pressure.

The Contractor shall initially set the program times as agreed to by the Contractor and Owner. The
Contractor is responsible for adjustments to watering times thereafter until turning the project over to the
Owner at final acceptance.

Irrigation Plans are to be reviewed and approved by the Owner prior to installation. The Contractor
shall provide the Owner with a set of 'As-Built' plans after irrigation system installation.

e The Contractor shall warranty the Irrigation System for a period of one (1) year after final completion
against poor workmanship and product defects. The Irrigation Contractor is responsible for providing
and coordinating sleeves with the General Contractor during installation.

4.9: Potential Unknowns

The Contractor acknowledges that subsurface conditions may vary throughout the project site and that certain
conditions cannot be fully identified prior to construction. These circumstances are classified as Potential
Unknowns and may include but are not limited to unsuitable soils and rocks. The Contractor shall immediately
notify the Owner (Allendale County) upon encountering any such conditions.

Section 5: Bid Submission Instructions

The successful Bidder must hold a valid South Carolina General Contractor's License authorizing the
Bidder to perform all Work described in the specifications of this Invitation for Bids. The required
license must be active and in good standing at the time of Bid submission and must remain so throughout
the duration of the Contract. Failure to possess the proper license will render the Bid non-responsive.

General Requirements
Bidders shall carefully examine all documents, drawings, specifications, and conditions of the Invitation for

Bids. Submission of a Bid signifies that the Bidder has reviewed the Bid Documents and fully understands the
scope of work and all requirements. The Owner (Allendale County) reserves the right to reject any or all Bids
and to waive minor informalities and minor irregularities.

Bid Form
All Bids must be submitted on the Official Bid Form provided with this solicitation.
Bidders shall complete all sections of the Bid Form.
e All entries shall be typed or written in ink.
e Corrections must be initialed by the person signing the Bid.
The Bid Form must be signed by an authorized representative of the Bidder.

Addenda
Any changes, clarifications, or modifications to the specifications in the Bid Documents shall be issued in
writing in an addendum. All addenda will be posted on the Allendale County website at the following address:

It will be the responsibility of the Bidders to periodically check the website for addendums.

Bidders are responsible for obtaining all Addenda.
