Request for Quotation (RFQ)
BACKGROUND
The Branch Office of "Family Health International" in the Republic of Tajikistan (hereinafter referred to as FHI 360), a non-profit organization located in Dushanbe, Tajikistan, hereby invites qualified suppliers to submit a quotation for the Procurement of reagents for genomic sequencing under the "Meeting Targets and Maintaining Epidemic Control (EpiC) in Tajikistan" project.
TECHNICAL SPECIFICATIONS OF THE GOODS
Detailed technical specifications are provided in Annex No. 1 to this Request.
GENERAL REQUIREMENTS
Delivery terms under Incoterms - DDP Dushanbe, Republic of Tajikistan.
Place of delivery of the Goods: Dushanbe city, Republic of Tajikistan.
The cost of the goods shall include all supplier expenses: delivery, taxes, customs duties and fees, and incoming quality control.
Payment: within 30 working days after actual delivery of the goods and signing of the delivery note by both parties, following contract signature with the selected supplier, via bank transfer to the supplier's bank account.
Warranty period: valid throughout the entire shelf life of the product.
QUALIFICATION REQUIREMENTS
Minimum of 5 years of experience in supplying similar goods.
Previous experience working with international non-profit organizations.
The requested goods must be officially registered in the Republic of Tajikistan.
Legally registered entity with mandatory registration and a valid license authorizing this type of activity (copy to be provided).
ORDER OF DELIVERY OF THE GOODS
Verification that the delivered Goods comply with the approved technical specifications, including product name, dosage form or presentation, units of measurement, and quantities in accordance with the contract and the list of procured consumables.
Inspection of the integrity of the shipping and primary packaging of the delivered Goods to ensure the absence of external damage, evidence of tampering, compromised seals, or any other defects.
Verification that transportation and storage conditions have been maintained for products requiring specific temperature controls.
Verification of the completeness of the delivery in accordance with the technical specifications, including the presence of all required components, accessories, instructions for use, and the manufacturer's accompanying documentation.
Physical counting of the delivered Goods and reconciliation with the accompanying shipping documents, including delivery notes, invoices, packing lists, and other relevant documentation.
Selective visual inspection of reagents to confirm the absence of signs of deterioration, contamination, changes in physical characteristics, compromised packaging integrity, or any other indications that would render the products unsuitable for their intended use.
Verification of the remaining shelf life of the delivered Goods. At the time of delivery, the remaining shelf life shall be no less than 75% of the total shelf life, unless otherwise specified in the contract.
Provision of the manufacturer's documentation and instructions for use to the Recipient in Russian, or accompanied by an official Russian translation, where such documentation is available.
Preparation and execution of the Goods Acceptance and Handover Certificate using the template provided by the EpiC Project. The certificate shall be signed by the authorized representatives of both Parties upon confirmation that the delivered Goods comply with the terms and conditions of the contract.
In the event that discrepancies related to quantity, quality, completeness, shelf life, or delivery conditions are identified, an appropriate discrepancy report shall be prepared, detailing the deficiencies identified and the timeframe within which the Supplier shall rectify them.
SUBMISSION FORMAT AND DEADLINES
Company profile and general information about the organization;
Full package of company/organization registration documents;
Recommendation letters/references;
Price quotation, including detailed technical specifications, in Tajik Somoni (TJS), inclusive of all costs and applicable taxes, valid for 60 (sixty) calendar days from the proposal submission deadline;
Indication of equipment delivery timelines;
Photos and/or product brochures/mock-ups of the proposed goods;
The commercial proposal must be signed and stamped and submitted by email to with the subject line: "Procurement of reagents and equipment for genomic sequencing" no later than 02 July 2026, 23:59 local time. Proposals received after the specified date and time will not be considered.
Clarification questions may be submitted in writing via email to: . FHI 360 will provide responses to all received clarification questions to all suppliers by 12:00 PM on 28 June 2026.
Any other supporting documents required depending on the specific nature of the procurement.
EVALUATION
Evaluation of offers will be based on:
Proposed price (40%)
The specifications that meet the requirements (30%)
Delivery Schedule (20%)
Demonstration of past performance (10%)
CONTRACT MECHANISM
The EpiC Project expects to award a fixed-price purchase order to the responsive vendor whose quote best meets the evaluation criteria described herein.
RESERVED RIGHTS
All submitted proposals become the property of FHI 360, which discloses the right, at its own discretion:
To disqualify any offer based on offeror failure to follow solicitation instructions.
Award only part of the activities in the solicitation or issue multiple awards based on solicitation activities.
FHI 360 will not compensate vendors for preparation of their response to this RFQ.
Issuance of the solicitation does not constitute an award commitment by FHI 360.
FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition.
FHI 360 shall not be obligated to order any minimum or maximum quantities of services or products and assumes no commitment, financial or otherwise.
