This notice of intent to sole source replaces previous notice 36C25025Q0397 published on March 17, 2025.
The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, intends to enter into a sole source procurement for open market Zeiss Axio Observer 5 microscope components for the John D. Dingell VA Medical Center, 4646 John R Street, Detroit, MI 48201. The Department of Veterans Affairs intends to award a sole source, firm-fixed price FSS delivery order to Carl Zeiss Microscopy, LLC, One North Broadway, White Plains, NY 10601. The associated North American Industry Classification System (NAICS) Code is 333310 Commercial and Service Industry Machinery Manufacturing, and the Business Size Standard is 1,000 Employees.
The required microscope for the John D. Dingell VA Medical Center is intended to be used for research studies and requires specific components tailored for the intended research. The requirement was competed amongst capable GSA contract holders; however, not all required microscope components are available on GSA contract. The following components for the Zeiss Axio Observer 5 microscope are open market items:

It is in the Government s best interest to include the open market items in the larger FSS order for administrative convenience in accordance with FAR 8.402(f). These microscopes are custom ordered and assembled by Carl Zeiss Microscopy. All components must be included for the microscope to be a fully functional piece of equipment capable of being used for the research studies being conducted by the John D. Dingell VAMC.
This notice satisfies the requirement at FAR 5.201(b)(1) to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
Interested persons may identify their interests and capability to respond to this requirement no later than 5:00 PM Eastern Time, Tuesday, August 5, 2025. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
