Description

  1. Overview



This is a non-personal services purchase order for the procurement of technical services to collect field data. The purpose is to evaluate compliance with geometric design standards and assess the safety and operational efficiency of selected roadway facilities.



The Government will not exercise supervision or control over the service providers performing these tasks. These individuals must be accountable solely to the Contractor, who is, in turn, responsible to the Government as specified in this Performance Work Statement (PWS). The Contractor must perform in accordance with the standards set forth herein.






  1. Background



The Federal Highway Administration (FHWA) advocates for innovative intersection and interchange designs—such as the diverging diamond interchange, continuous flow intersection, turbo roundabout, and protected intersection—as cost-effective solutions to enhance safety and alleviate congestion in areas with consistent traffic patterns. These designs incorporate raised curbs and islands to channel motor vehicle traffic, separate different transportation modes, and provide refuge for vulnerable road users.





Planning and construction timelines for such projects may span two to five years, with costs ranging from $500,000 to $80 million. For each new design, the FHWA collaborates with state and local agencies to identify multiple implementation sites that differ in geography, traffic volume, and climate, etc. These sites are then evaluated to determine the safety and operational performance of the completed designs.





Field data collection is a critical and often costly component of the evaluation process. While the FHWA Intersection Safety Team has utilized a variety of proven and advanced technologies to gather traffic data, efficient and cost-effective methods for collecting field geometry data remain limited. This data is essential for evaluating compliance to design standards and accurate rendering of facility features such as geometric layouts, signage, and pavement markings. Through market research, two AI-powered technical approaches have been identified as potential solutions to address this gap.
