The U.S. Government is seeking competitive lease proposals for administrative office space to support government operations.

The Offeror must deliver the offered space fully completed in accordance with the Lease and the attached agency specific build-out requirements no later than July 31, 2028.

The Government prefers second generation space compatible with the agency’s specific build-out requirements, as it may reduce tenant improvement costs and schedule risk associated with the required delivery date.
-
Contiguous space preferred. Office space which is non-contiguous must then be located directly above the contiguous space.
-
Access: Loading Dock And Freight Elevator access required.

Security: Facility Security Level: Level II. The offered building and premises must be capable of supporting all applicable Level II security requirements.

Collocation Restrictions: The Government will not consider collocation with tenants with law enforcement functions, courts or tax collection.

Public Access: This office is public-facing and will receive visitors; however, the anticipated volume of visitors is expected to be lower than that of high-volume customer service agencies such as SSA or IRS.
Evaluation and Term:

Offers will be submitted under RLP #26NAT02 on a 10-year / 5-firm lease term basis but will be evaluated based on a 5-year / 3-firm lease term basis.

For this 5-year / 3-firm requirement, offerors shall enter $0.01 for shell rent in years 6–10.

Evaluation will be lowest-priced, technically acceptable (LPTA).

Offer Submission Guidance: Offerors are encouraged to submit all available vacant space within the building that meets or exceeds the stated requirements; the Government will determine which portion—if any—is needed to satisfy the requirement following building tours and due diligence.

Scaled floorplan of the offered space

Photos of the offered space

Authorization to represent ownership (if applicable)
Note: Uploading these three documents is only one part of the offer submission. Offerors must also complete all Leasing Portal questions related to the property, building characteristics, and final rate offer. The portal will guide you through each required section before submission. Offers that do not include completed property and pricing information in the portal will be considered incomplete.
Additional documentation (e.g., due diligence materials, confirmations, or clarifications) may be requested after the response period has closed to verify compliance or confirm technical acceptability.

Offered space must comply with all applicable Federal, State, and Local jurisdiction requirements, including standards for fire and life safety, accessibility, seismic resilience, and energy efficiency.

Compliance with Section 889 of the FY19 NDAA is required.

Offerors must maintain active SAM.gov registration (RLP Clause 3.06, subparagraph B.7).

Lease award will be made without negotiations to the lowest-priced, technically acceptable offer, based on RLP criteria.
