BASE POSTING: The Rhode Island Army National Guard (RIARNG) requires a quantity of four (4) Heavy Expanded Mobility Tactical Truck (HEMTT) Fuel Containment Pads in accordance with the attached Combined Synopsis Solicitation Notice and Minimum Specifications (see Attachments 0 & 1). The notice is hereby posted.





Amendment 0001: This Amendment is posted to answer Questions submitted in response to this notice as provided below. All other terms and conditions remain unchanged. The attachment (2) referenced in the below Answers is also attached to this notice:



Question (1): Is there an ASTM standard or specific test that must be performed to “rate” these items with the below mentioned load capacity?



Answer (1): -Rated to accommodate storage of HEMMT Tanker (M978A4, M978A2) with full tank (2500 gallons/64,000 lbs)



-Rated to accommodate storage of Tank Rack Modules (TRM (M108)) with full tank (2500 gallons/25,600 lbs)



Note: The base of these products are flat steel that sit on the ground. Wouldn’t the “load rating” be based on the load capacity of the ground?



The weight rating would be not applicable to the base if the base is flat on the ground as our original example provided. However, we currently have containment system style where the Fueler is elevated on a grate style system. This would require a pay load rating of the elevated platform to handle 64,000 lbs. In addition, the ramps for the containment system would need to be able to handle the load of 64,000 lbs. as the fueler would drive in and out of the containment system.



The sump capacity of the required gallons of fuel, in the event of a spill, however, would need to accommodate a 2500 gallon fueler at 110% capacity for a total of 2700 gallons minimum containment.





Question (2): What is the “EPA inspection criteria”? Is this related to secondary containment requirements? Or the coatings on the surfaces of the unit?



Answer (2): Secondary containment requirements are addressed by the Environmental Protection Agency (EPA) through the Resource Conservation and Recovery Act (RCRA) contained in title 40 of the Code of Federal Regulations (CFR) part 264, the 2006 Uniform Fire Code (UFC) in standard 60.3.2.8.3 and in the 2012 International Fire Code (IFC) in 5004.2.



The EPA refers to the need for secondary containment in two different areas: Subpart I, Use and Management of Containers (40 CFR 264.175), which covers portable storage containers, such as 55-gallon drums, for hazardous waste, and the second in Subpart J, Tank Systems (40 CFR 264.193), which covers large stationary containers, such as tank systems, for hazardous waste.





Question (3): What is “industry product standards PS 15-69 and 41-GP-22”? What “industry” or what “product”?



Answer (3): Attached is an industry description for PS 15-69. It is a standard to be utilized for any FRP (fiberglass) Duct work that may be utilized in the design.



CGSB 41-GP-22 has been superseded by CAN/CGSB-41.22-93. This standard code outline, could only be purchased, not allowing me to attach an outline at this moment. However, this code outlines FRP (Fiberglass) industry requirement’s for any that may be used within the product design.



Ultimately these standards are to ensure that the products being utilized, meet the requirement to contain F24 Jet fuel. Ensuring the products use can be exposed to F24 with direct contact as well as stand up to outdoor elements to ensure the product remains functioning at the time of a spill.
