The following notice serves as a synopsis prepared in accordance with DFARS PGI 206.302-1, and FAR 5.2 as supplemented with additional information included in this notice.
This synopsis is NOT a request for competitive proposals. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government.
The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to modify Firm Fixed Price (FFP) Purchase Order (PO) N6660425P0427 to include an additional fourteen (14) each downconverters and associated shipping.
The awardee of this contract is NARDA Holding Inc, Cage 94S46.
Prior to the award of N6660424P0427, A combined synopsis and solicitation notice (N6660425Q0427) was published publicly on the Government-wide Point of Entry (GPE), SAM.gov on 11 June 2025. The notice stated the intention of NUWCDIVNPT to award a contract on a sole source basis to NARDA Holding Inc, Cage 94S46. No additional sources came forward during the solicitation period.
NARDA is the only practicable source of supply for these supplies. The required downconverters are a critical supply and must perform in various outboard at-sea environments that include underwater explosion, high/low temperature, vibration, inclination, and electro-magnetic interference. NARDA MITEQ is the only source certified by NUWCDIVNPT to meet all the PEPI-3 EEA and Photonics Imaging Mast system specification requirements. NARDA MITEQ currently possesses the unique knowledge, expertise, and manufacturing facilities required to produce and deliver the downconverters for the PEPI-3 EEA. The expected cost of certifying a second source of supply is estimated to exceed $9,200,000.00 with a 60 month impact to required schedule, unacceptable to the Government.
The proposed contract action is for commercial services for which the Government intends to negotiate with only one source in accordance with 10 U.S.C. 3204(a)(l) and 41 U.S.C. 1901, as implemented in Federal Acquisition Regulation (FAR) 13.501(a)(1)(ii).
The anticipated award date of this requirement is expected to be on or about 29 August 2025.
