The Executive Office of Energy and Environmental Affairs (EOEEA) is issuing this procurement to select a qualified vendor to design, develop, and implement a unified statewide online filing and permitting portal that fully supports the new business workflows and statutory requirements introduced by the 2024 Climate Act for clean energy infrastructure. The new system will replace fragmented and manual processes with a modern digital solution that handles energy infrastructure permitting, including pre-filing, application submission, review and decision-making, public comment, and appeals. The platform must support high volumes of applications, deliver user-friendly public transparency tools, automate workflow steps and procedural notifications, and provide real-time tracking of procedural deadlines. Ultimately, the goal is to deliver a scalable, secure, and interoperable solution that improves coordination across state and municipal agencies while ensuring equitable access and clear visibility for all stakeholders.
