Sealed bids are requested by the San Antonio Water System for the construction of approximately 6,503 linear feet of 8-inch gravity sanitary sewer mains via open cut construction, 1,536 linear feet of 8-inch gravity sewer mains via pipe bursting, and 91 linear feet of 6-inch water mains via open cut construction for the 2022 Inflow Reduction Package 2A Project, SAWS Job No. 24-4512.

Answers to the questions will be posted to the web site by 3:00 PM (CST) on June 9, 2026, as a s eparate document or included as part of an addendum. Please be advised that Bidders are prohibited from communicating with any other SAWS staff, the Consultant, or City of San Antonio officials regarding this IFB up until the contract is awarded as outlined in the Instructions to Bidders.

Bids will be received either Electronically or through Sealed bids, until 10:00 AM (CST), on June 23, 2026 . Electronic bids will be received via the secure SAWS FTP site. Sealed bids will be received by Contract Ad ministration, 2800 U.S. Hwy 281 North, Tower II, Customer Center Building, via a drop box located on the left wall when walking through the first set of double glass doors of the main Tower II entry on the north side of the building , San Antonio, Texas 78212. See the Electronic Bid Opening Instructions attachment for additional information regarding an electronic bid submittal. Electronic bids shall be accompanied by a bid bond in an amount not less than five percent of the total bid price. (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total bid price, SAWS will request this within 24 hours from the apparent low bidder.  Sealed bids must be accompanied by a cashier's check, certified check, or bid bond in an amount not less than five percent of the total bid price. Bids will then be publicly opened and read aloud by Contract Administration via WebEx.

Good Faith Effort Plan (GFEP) FAQs
*Q: Is the 21% SBOP goal mandatory?
A: No, but prime contractors need to conduct good faith outreach efforts if suppliers or subcontractors will be used. If
the goal is not met, proof of outreach efforts are required with the submittal.
*Q: What if I am having trouble finding local SBE-certified subcontractors or suppliers?
A: Free, Excel-exportable outreach lists are available a: https://sctrca.gob2g.com/FrontEnd/searchcertifieddirectory.asp.
*Q: I'm a prime contractor. If my businessis local and SBE-certified, do I need to find SBE subcontractorsand
suppliers?
A: If your company is local and SBE-certified, you will most likely meet the SBOP goal. However, the GFEP is a required
document, and a Good Faith outreach effort is still necessary if subcontractors and/or suppliers will be used.
*Q: Do I need to include all my subcontractors and suppliers in the GFEP or just those that qualify towards the
SBOP goal?
A: All tiers of subcontractors and suppliers need to be included in the GFEP, even those that do not count towards the
SBOP goal. (Include the non-local and the non-SBE subcontractors and suppliers, too.)
*Q: What if I have questionsabout the GFEP?

questions can be asked at any time before the submittal is due.
