REQUEST FOR STATEMENT OF QUALIFICATIONS
The City of Healdsburg (City) is soliciting Statements of Qualifications (SOQ) and experience from airport engineer consultants for general engineering, design, and construction administration of projects (if requested) at the Healdsburg Municipal Airport. Deadline for submittal is October 15, 2025 at 5:00pm. The Statement of Qualifications should be delivered in a sealed envelope or box clearly marked, "Airport Consulting Engineering Services." The City shall assume no responsibility for responses that are received after the prescribed time, or that are not properly addressed or identified.
The Healdsburg Municipal Airport (Airport) is located approximately three miles northwest of Healdsburg, with access from US Highway 101. It is comprised of 45 acres of land, is owned and operated by the City of Healdsburg (City), and is administered by the Public Works Department. Although outside City limits, it is incorporated within the City as an island. The Airport has one paved runway serving single and light twin engine aircraft and measures 2,652 feet in length and is 60 feet wide.
The City is seeking a qualified aviation engineering consulting firm to provide on-call professional engineering, architectural, and construction administration services (if requested) for a term of five years in connection with the projects listed in the City’s 2025-2029 Airport Capital Improvement Program (ACIP).
The selected Consultant will negotiate and enter into individual Professional Services Agreements (PSA) for services with the City on an assignment-by-assignment basis during the five-year term. The template for the City’s PSA is found in Attachment C. The selection of the Consultant is being done in accordance with Federal Aviation Administration (FAA) Advisory Circular 150/5100-14E dated 9/25/2015 and applicable California statues and laws. The agreement between the City and the selected consultant will be subject to all applicable Federal Rules and Regulations as identified in AC 150/5100-14E. The most current version of the Federal Contract Provisions for Architectural/Engineering agreements will be attached to each PSA.
The City reserves the right to reject any and all submittals in response to this request for any reason. The City is not liable for any costs incurred by the Consultant in the preparation or presentation of a response to this request.
