Description

The USAID Eswatini PEPFAR Country Director serves as the principal focal person and manager of the USAID PEPFAR portfolio and program in Eswatini. S/he represents USAID to the U.S. Embassy front Office, other USG Agencies, to Government counterparts, to USG implementing partners and to the leadership of State/Global Health Security and Development (GHSD). S/he leads the strategic development, management and implementation of the USAID portion of the PEPFAR program and has direct responsibility for day-to-day coordination, technical, operational and administrative management of the USAID PEPFAR portfolio in Eswatini.



Duties and responsibilities include program planning and strategy development for USAID programs, supervision of USAID staff, and overall management of USAID grants, contracts and cooperative agreements to ensure that all activities contribute to measurable results and are implemented in accordance with USAID regulations, PEPFAR strategic objectives, international ethical guidelines and standards for public health care. S/he works closely with and reports to the Foreign Service Officer (FSO) Director of the USAID/Southern Africa Regional Health Office (RHO). The USAID PEPFAR Country Director oversees a diverse staff of 15, composed of US PSCs, TCN PSCs, locally hired CCNs, and Institutional Contractors. Eswatini’s PEPFAR Coordinator is a US PSCs hired through USAID; therefore the Country Director will be involved in discussions and processes involving this position.



Country Context:



USAID/Eswatini currently implements a comprehensive PEPFAR program to support the Government of the Kingdom of Eswatini’s (GKoE) response to the HIV epidemic. USAID/Eswatini works with a range of local leaders to anchor USAID support within a locally owned and locally driven HIV response. In addition, USAID/Eswatini strengthens government systems for commodity management and supply chain, developing electronic medical record systems, and advancing allocative efficiencies in the health sector through health financing support. USAID also complements its portfolio in Eswatini by leveraging private sector partnerships and support from other USAID initiatives such as Power Africa and Prosper Africa to improve health and development outcomes in Eswatini.



As PEPFAR’s focus shifts to sustaining program achievements, Embassy Eswatini’s leadership has prioritized the mutual leveraging of PEPFAR and other development programs to catalyze solutions that will address the broader determinants of health outcomes. As such, the Country Director, along with the Deputy Director, are expected to help coordinate USAID programming efforts and represent Embassy Eswatini on a range of development topics, including gender, food security, economic empowerment, power, and connectivity.
