Separate sealed BIDS for the construction of: The Quarry Sports Complex, Phase I Project will be
received at the office of the City Clerk, City of Post Falls, located at City Hall, 408 N. Spokane Street, Post
Falls, Idaho 83854 until 10:00 a.m., Wednesday, April 1, 2026. Following receipt of bids, they will be
publicly opened and read aloud at the Council Chambers, located at City Hall.
MANDATORY PRE- BID: A mandatory pre-bid meeting will be held on-site, corner of Cecil Road and
Killdeer Ave., at 1:00 p.m. prevailing local time on Wednesday, March 18, 2026. Any bid submitted by a
firm, which did not attend this pre-bid conference, will be rejected.
Work associated with the proposed project is generally described as follows, see Bid Schedule for

Schedule A Base Bid: Complete construction (includes but is not limited to) of:
(Portions of Schedule A are federally funded and must comply with the Build America, Buy America
(BABA) Act, and are subject to all requirements set forth in the contract documents.)
Site Work:
o Site Preparation: General Requirements, Mobilization, Survey and Staking
Site Demolition: Clearing and Grubbing, Select Demolition of Site Improvements
Site Earthwork: Site Grading and Excavation, Imported Structural Fill, Excess Material, Fine
Grading, Erosion and Dust Control, Construction Entrance, Geogrid Fabric Stabilization.
Site Development: Retaining Wall
Parking Lots: Parking Lot Signage, Parking Lot Construction and associated improvements.
Pedestrian Paving: Sidewalks including integral color plaza.
Site Amenities: Bike Racks
Planting Irrigation: Irrigation System including pump station, turf and shrub irrigation, sleeves
and irrigation controller.
Landscaping: Plants, Turf and Grasses, Planting Soils, Mulches, and associated tasks.
Site Utilities: Sanitary Sewer, Storm Water Facilities.
Schedule B Base Bid: Complete construction (includes but is not limited to) of:
Restroom and Shelter Building: complete construction.
Site Improvements
o Chain Link Fencing including gates and accessories.
o Concrete Mow Strip at Fencing
o Concrete Mow Strip

Bid Schedule B: Alternates to be included in Bid Schedule B.
A. Alternate “A”: Playground Equipment and Safety Surfacing Construction
1. Base Bid: Clear and grub entire areas, place 2” of planting soil Type ‘C’ and hydroseed
with Low Maintenance Grass seed mix. Preserve and protect hydroseeded site from
disturbance, and construction traffic. Install utilities, irrigation mainline and associated
equipment as indicated on the Drawings. Maintain hydroseeded area with weed control.
Extend mainline and control wire to future valve locations and termination with ‘End of
Mainline’ detail.
2. Alternate “A”: Construct playground with playground equipment and playground
protective surfacing as indicated on drawings. Provide concrete curb, sidewalk, landscape,
irrigation, grading, subgrade, playground equipment and playground protective surfacing,
planting soils, landscape and irrigation for the development of the playground area and
adjacent landscape as indicated on the drawings.
B. Alternate “B”: Pickleball Courts and Basketball Court Construction
1. Base Bid: Preserve and protect existing improvements to remain. Install utilities, irrigation
mainline and associated equipment as indicated on the Drawings. Extend mainline and
control wire to future valve locations and termination with ‘End of Mainline’ detail.
2. Alternate “B”: Construct pickleball courts and basketball court as indicated on the
drawings. Provide grading, subgrade, walks, sport court paving, posts and nets, basketball
standards, sport court surfacing, fencing, electrical conduit and associated landscape and
irrigation for the development as indicated on the Drawings.
C. Alternate “C”: Poured-in-Place Playground Protective Surfacing. Acceptance is dependent on the
acceptance of Alternate “A”.
1. Base Bid: See Alternate ‘A’ for Base Bid condition. Alternate ‘C’ is dependent upon
acceptance of Alternate ‘A’.
2. Alternate “C”: Construct subgrade, Poured-in Place specific curb and prepare playground
area for installation of Poured-in-Place Protective Surfacing in lieu of a portion of the
engineered wood fiber protective surfacing as indicated on the Drawings and Details. See
Specifications for additional detail.

Bid documents are also viewable on the City’s website at www.postfalls.gov.
BID DOCUMENTS will be made available after 12 p.m., Wednesday, March 11, 2026.
A BID GUARANTY of 5 percent of the BID AMOUNT is required. Separate PERFORMANCE AND
PAYMENT BONDS each in the amount of 100 percent of the CONTRACT AMOUNT will be required.
Each bidder must supply all the information required by the Bid Documents and Specifications.
Portions of this project are federally funded and must comply with the Build America, Buy America
(BABA) Act, and are subject to all requirements set forth in the contract documents.
All contractors, subcontractor, or specialty contractor shall be required to have a current license as a Public
Works Contractor in the State of Idaho in order to submit a bid or proposal on this project.
The City, in accordance with Title VI of the Civil Rights Act of 1964, 78 stat. 252, 42 U.S.C. 2000d to
2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of
the Secretary Part 21, Nondiscrimination in Federally-assisted programs of the Department of
Transportation issued pursuant to such Act, hereby notifies all applicants that it will affirmatively ensure
that in any contract entered into pursuant to the advertisement, disadvantaged business enterprises as
defined at 49 CFR Part 23 will be afforded full opportunity to submit offers in response to this invitation
and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration
for an award.
All prospective bidders are directed to the Instructions for Bidders for discussion of Bid policies,
procedures, and requirements. The Owner reserves the right to reject any and all Bids, to waive any and
all informalities and to negotiate contract terms with the successful Bidder, and the right to disregard all
non-conforming, non-responsive or conditional Bids.
