The Department of Veterans Affairs (VA), Network Contracting Office 16 (NCO 16) intends to negotiate a Period of Performance, sole source, firm fixed priced contract with Nanosonics, Inc., 7205 E 87th Street Indianapolis, IN 46256 . The Fayetteville, AR VA Medical Center has a requirement to purchase Trophon ® 2 Technical Training Services. Reference the Statement of Work below for details. This acquisition is in accordance with FAR 13.106-1(b): Only one source is capable of providing the services required at the level or quality required because the services are unique or highly specialized. The proposed contractor; Nanosonics, Inc. is currently the sole provider of Trophon ® 2 Technical Training Services within the United States, excluding territories. NCO 16 intends to non-competitively award this requirement to Nanosonics, Inc. or about 10-01-2025. The North American Industry Classification Code (NAICS) is 611430, Professional and Management Development Trainingwith a size standard of $15.0 Million notice of intent to award a sole source contract is not a request for competitive proposals. Any interested party that believes it is capable of meeting the requirement described herein may identify their interest and capabilities in response to this notice. An authorized distributor/provider letter is required. If an authorized distributor/provider letter is not provided, your response will not be taken into consideration. Only emailed responses will be considered. All responses shall be submitted to the attention of: Caleb Parker at caleb.parker@va.gov no later than 2:00 PM CST on 08-27-2025. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government will not pay for any information submitted as a result of this notice. This notice shall not be construed as an obligation on the part of the Government to acquire any products or services. STATEMENT OF WORK Trophon ® 2 Technical Training Services 1. Background The Department of Veterans Affairs (VA) Fayetteville VA Medical Center utilizes trophon®2 devices for high-level disinfection (HLD) of ultrasound probes. To support in-house capability for preventive maintenance and reduce reliance on service contracts, Biomedical Engineering staff require specialized training provided by the Original Equipment Manufacturer (OEM) or authorized provider. 2. Scope The contractor shall provide a two-day, comprehensive Trophon ® 2 Clinical Engineering/Biomedical technical training program for designated VA Biomedical Engineering staff. Training shall ensure personnel are capable of performing preventive maintenance, safe operation, and basic troubleshooting of Trophon ® 2 Units. 3. Location of Training Primary: Fayetteville VA Medical Center, 1100 N College Avenue, Fayetteville, AR 72703 Alternate Option: Virtual instructor-led training in real time. 4. Requirements / Tasks The contractor shall: Provide instruction covering, at minimum: Device operation and workflow Preventive maintenance procedures Safety protocols and potential hazards Troubleshooting and resolution of common issues Cleaning and disinfection procedures Train up to three (3) VA personnel per session, with the option to include additional participants if approved by the VA. Deliver the training over a two-day period. Provide electronic training materials (manuals, guides, job aids, or access to online training modules). Provide each participant an opportunity for skills demonstration or knowledge check at the end of training. 5. Deliverables Instructor-led training session(s), conducted on-site or virtually. Training materials provided electronically to all trainees. Completion confirmation for each trainee (e.g., certification of attendance or equivalent record). A brief summary of training completed, including names of attendees and confirmation of participation. 6. Period of Performance The contractor shall complete training and submit all deliverables within 60 calendar days following award of the contract. 7. Government-Furnished Items Training room with audiovisual support (for on-site training). Access to secure video conferencing platform (for virtual training). Access to Trophon ® 2 units for demonstration and hands-on practice. Up to three (3) designated VA staff participants. 8. Security and Safety The contractor shall comply with all VA facility security requirements, infection control procedures, and safety policies while performing work at the Fayetteville VA Medical Center. For virtual training, the contractor shall use a secure platform approved by the VA.
