Description: Description of goods to services to be bid: NYSERDA seeks a contractor or team of contractors with demonstrated experience and expertise to conduct evaluations of the programs, programs, interventions, and activities represented in the following portfolio categories: Category A: Market Development and Deployment (MD&D) Evaluation Category B: Innovation and Research (I&R) Evaluation Anticipated evaluation activities include but are not limited to direct impact assessment, indirect impact assessment, process evaluation, case studies and citation analysis. While core evaluation methods and approaches may apply across both categories of programs, the evaluation of the MD&D and I&R categories of programs have notable differences and require specialized evaluation approaches. As noted below, there will be two options to renew at NYSERDA's sole discretion. If changes are made to this solicitation notification will be posted on NYSERDA’s website at: www.nyserda.ny.gov/funding-opportunities Eligibility/Qualifications Requirements/Preferences: Proposers must be knowledgeable in energy efficiency and innovation, and interventions designed to combat climate change, improve the health and resiliency in the State. Proposers must demonstrate experience with evaluating various fuel types (i.e., electricity, natural gas, delivered fuels), technologies, assessing market transformation, market effects, capacity savings and other non-energy impacts. Qualifications required to evaluate MD&D and I&R Evaluations include both technical and market-based approaches with a desire for statistically valid quantification (where feasible and/or required) or alternatively, through practical qualitative program representation. Additionally, within I&R Evaluation, an understanding of and experience with the full lifecycle of innovation and research from concept through to commercialization is required. Proposers may form interdisciplinary teams to meet project goals as needed.
