Description
REMOVE DERELICT VESSEL W. BATTERY COOPER
The National Park Service has a requirement for the removal of a 1976 18 Foot Cane Cutter fiberglass boat (bass/ski) that is a derelict vessel located on the south side of Santa Rosa Island, in the Fort Pickens area, west of Battery Cooper (30.32262N, 87.29051W). Removal is necessary to prevent environmental damage, protect park resources, and maintain visitor safety.

Background:
A 1976 18 foot Cane Cutter washed ashore on or about August 5th, 2025. U.S. Park Rangers and Florida Fish & Wildlife (FWC) Officers investigated and could not identify the current owner of the vessel. FWC stickered the boat as abandoned on August 9th, and an NPS abandoned property sticker was placed on the vessel the same day. The vessel needs to be removed as it will have a negative impact on park resources if left to be destroyed by waves and the elements. IMARS case incident number NP25241191. Latitude 30.322274°, Longitude -87.26248°, Santa Rosa Island, Escambia County, Florida.

Scope:
The contractor shall conduct all work to include, removing the vessel from the sand, towing, vessel haul out, hazardous waste removal, salvage, and disposal of the 18¿ Cane Cutter vessel. The vessel will be removed by water to mitigate impact to the upland area.

The contractor shall also have a containment barrier to keep any hazardous waste or debris from escaping from the work site into the water, submerged lands, and ground. The company will be responsible for the removal of the containment barrier and disposed of through industry norms.

The 18¿ vessel will be removed by water to minimize any impacts to the beach, vegetation, sea grasses, and submerged lands. The vessel will not be removed over land. The vessel will be pulled off the shore and towed into the Gulf of America and back in through the Pensacola Pass. The company will be responsible for the haul out and disposal of the derelict vessel.

The National Park Service intends to promote competition to the maximum extent practicable. This single Firm-Fixed Price acquisition has a value at or below the SAT, whereby the contracting officer may choose to solicit quotations directly from suppliers. Incumbent contractor: UNDERTOW MARINE TOWING & SALVAGE, INC was hired in Feb 2025 to remove a derelict 24-foot Cabin Cruiser vessel off the shoreline of Fort Pickens near Little Langdon under contract number 140P5225P0013. If any other Vendor has interest in quoting, please contact the Contracting Officer via email andre_ward@nps.gov with Point of Contact information and availability. The NPS desires performance within 10 days of award and vessel remove/dispose of NLT mid SEP 2025.

Performance Requirements:
The contractor shall provide all services at a quality level consistent with applicable industry standards. All work shall be performed in compliance with federal, state, and local environmental regulations. The contractor shall provide before-and-after photographs of the work site and document disposal of materials. The 18 foot Cane Cutter to be removed from shore and disposed of as per industry norms.
