RFP 26-92 New Water Well
Robert “Bob” Chavira Sports Complex
Val Verde County, Texas
Val Verde County is soliciting Requests for Proposals from general contractors for a new water
well with a pressure tank and pressure system to be built at the Robert “Bob” Chavira Sports
Complex, Del Rio TX, 78840. The project will consist of, but not limited to installing and furnishing
design, labor for digging, equipment, material, supplies and tools necessary and/or required for
the completion and functioning water well in all of its various phases. The Val Verde County Pur-
chasing Department will be accepting sealed proposals until 10:00 AM on July 9, 2026 at 509 E.
Gibbs St., Del Rio TX, at which time and place will be received and publicly read aloud.
The deadline for submission of request for proposals is 10:00 A.M.(CST) on July 9, 2026. It is
the responsibility of the submitting entity to ensure that the sealed proposal is received in a timely
manner. Proposals received after the deadline will not be considered for award, regardless of
whether or not the delay was outside the control of the submitting entity.

All sealed proposals must be clearly marked on the outer envelope: RFP 26-92: New Water Well
– Robert “Bob” Chavira Sports Complex.
Submission requirements and instructions, scope of work and specifications may be obtained
from Val Verde County’s website. www.valverdecounty.texas.gov Click on: Business, then Click
on: Bid Opportunities. Contractors must register on this website in order to view and/or download
specifications, and other related documents for this project. If a different format is needed to
download or print the documents, you may submit a request by emailing Mr. Carlos Velarde, P.E.
cvelarde@valverdecounty.texas.gov
Offerors shall submit a proposal bond by an acceptable surety in the amount of five percent (5%)
of the proposal issued for each proposal in excess of $100,000.00. A certified check or bank draft
payable to the locality or negotiable U.S. Government Bonds (as par value) may be submitted in
lieu of a Proposal Bond.
Upon award of contract, the successful offeror must be able to furnish Performance and Payment
Bonds each in the amount of 100% of the contract price from an approved Surety Company hold-
ing a permit from the State of Texas to act as Surety and acceptable according to the latest list of
companies holding certificates of authority from the Secretary of Treasury of the United States, or
other Surety or Sureties acceptable to the Owner. Awarded contractor shall be required to furnish
bonds within thirty (30) days from the contract date and before any commencement of work.
All questions for this project must be in writing and submitted to Carlos Velarde via email at cve-
larde@valverdecounty.texas.gov. All questions are due by 4:30 P.M. on June 29, 2026 and all
responses will be available by 4:30 P.M. on July 2, 2026. Access to all addenda and Q&A will be
available on the county website at www.valverdecounty.texas.gov.
The Val Verde County Commissioner’s Court reserves the right to waive or reject any and all pro-
posals; to waive any and all irregularities or informalities in said proposal. Proposals may be held
by Val Verde County for a period of sixty (60) days from the due date of the RFP or until a contract
is awarded, whichever occurs first.
All contractors/subcontractors that are debarred, suspended or otherwise excluded from or inel-
igible for participation on federal assistance programs may not undertake any activity in part or
in full under this project. Val Verde County is an Affirmative Action/Equal Opportunity Employer.
Section 3 Residents, Minority Business Enterprises, Small Business Enterprises, Women Busi-
ness Enterprises, Labor Surplus Area Firms and any other applicable disadvantaged businesses
including HUBs are encouraged to submit bids.
