Description:

The City of Grover Beach (City) is inviting qualified firms to submit a response to this Request for Qualifications and Information to assist with evaluating and implementing potential amendments to the City’s General Plan Land Use Element, Housing Element, Local Coastal Program, Development Code, other related planning documents (i.e., planning checklists and forms, objective design standards), related rezoning, and all necessary environmental review as required under State law.

The City is seeking a consultant to independently verify and refine the analysis, as well as expand the evaluation to all affected zoning districts. The analysis will evaluate consistency with applicable State housing laws, including but not limited to the Housing Crisis Act, Housing Accountability Act, and Housing Element Law, and identify potential implementation strategies should housing capacity be confirmed to be reduced by the initiative.

Qualifications:
Submittal Materials
Consultants shall consider the scope and recommend any additional services (such as additional technical studies and/or investigations) that would assist the City in preparing the project. A Scope of Work shall be submitted that itemizes major tasks and work products, responsible staff, special information or studies required, and special methods or equipment, if any. The Scope of Work shall include the following:

1) Project Scope: Provide a detailed project schedule and cost summary, demonstrating the consultants ability to complete all major tasks, public outreach, environmental review (if required), draft and final documents, and adoption hearings within 180 days following voter approval. Charts and other short form approaches to conveying information are encouraged.

2) References: References from at least three agencies for whom you have provided similar services.

3) Qualifications: Describe up to three projects where the consultant assisted a local agency in addressing HCD findings, correcting State housing law compliance issues, resolving Housing Element deficiencies, or implementing corrective rezoning and code amendments. Include the nature of the issue, corrective actions undertaken, and the outcome.
