Traffic Signal Upgrades Project

Project Description: The Township of Exeter Board of Supervisors will receive sealed bids for the Traffic Signal Upgrades Project. The scope of work generally includes traffic signal improvements i.e., traffic signal controller assemblies, traffic signal vehicular signals, signal cabling, controller timing adjustments, and other construction elements associated with traffic signals. Bids will be submitted on https://pennbid.bonfirehub.com/ and will remain open until November 12, 2025 at 3:00 PM at which time the Bids will be opened and a summary of the results will be made public shortly after. Faxed bids will not be accepted. Bids will have a tentative award date of November 24th, 2025.
The work indicated will be at a minimum, partially funded via Green Light-Go (GLG) grants from the Commonwealth of Pennsylvania, Department of Transportation (PennDOT). The bidding process, contract, and conduct of the work must meet the requirements of the GLG grant agreements, which has been entered into by Exeter Township, and the Commonwealth of Pennsylvania, Department of Transportation (PennDOT). The agreements obligate Exeter Township to certain compliance requirements. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same.

For bidders who are not the winning bid; there are absolutely no fees. All questions shall be submitted to https://pennbid.bonfirehub.com/.
Bids are to be submitted on https://pennbid.bonfirehub.com/. Each bid shall be accompanied by a bidder’s bond, certified check or cashier’s check, in favor of Exeter Township. in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by Exeter Township.
There is no pre-bid meeting scheduled for this project advertisement.
All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents. There is a zero percent verify requirement for MBE and/or WBE participation.
Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however Exeter Township reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof. Bidders must submit with their bids, the non-collusion affidavit contained in the contract documents.
