SPECIFICATIONS AND PRICING
1. DESCRIPTION: The purpose of this Invitation to Bid (ITB) is to obtain a contractor to provide the 2026 Ohio Fishing Regulations
booklets, 20 pages, self-cover booklet for use by the Ohio Department of Natural Resources Division of Wildlife by February 19, 2026.
2. QUANTITY: 380,000 (exact quantity)
3. UNIT PRICE AWARD: Bidder shall not insert a unit cost more than 3 digits after the decimal point. Digit(s) beyond 3, after the
decimal point shall be dropped by DAS and not used in evaluation and any subsequent award. To determine the low lot total price
of the ITB, the state will multiply the estimated usage of each item by its corresponding unit price and add the totals together.
Failure to bid all items will disqualify your bid.
4. SPECIFICATIONS: 2026 Ohio Fishing Regulations, 20 pages, 5.375in x 8.375in self-cover, saddle stitched book, using 150 line-
screen (minimum), full bleeds, bound (shrink wrapped or twine tie or paper strap) in sets of 20 or 25, pack 100 to 200 per box, using
200# test corrugated cartons sealed using heavy duty paper strap and labeled (see 4-H). No subcontracting presswork.
A. SIZE: 5.375in x 8.375in, no under-sizing allowed.
B. STOCK: White, gloss coated, 70# text, 87 brightness minimum.
C. PRESSWORK: Two sided, full color, head to head, full bleed, self-cover, saddled stitch.
D. INK: Four-color process with bleed, 150 line-screen minimum.
E. BINDERY: Fold, collate, trim to size 5.375in x 8.375in, saddle-stitch on 8.375in (long) length, no under-sizing allowed.
F. SUPPLIED TO VENDOR: Final Artwork will be provided as an Adobe Acrobat file (pdf) with a High-Quality Press preset,
single pages, using document bleed settings at 0.25in. with crop marks, and color conversion set to destination. No typesetting
needed.
G. PACKAGING: Shrink-wrap, twine tie, or heavy duty paper strap in groups of 20 or 25, then packed in groups of 100 to 200
per box. Each box is to be label “PUB 5084 2026 Ohio Fishing Regs” and quantity within each box. Boxes shall be 200# test
corrugated (requirement for agency distribution) and securely sealed with heavy duty packing tape.
5. PRE-PRODUCTION: No production is to begin until all artwork has been approved by a ODNR or Division of Wildlife
representative. Any items produced without review or agency sign-off is subject to delivery refusal. Changes by the ordering agency
(Ohio Division of Wildlife) that result in additional charges or fees must be submitted as a separate charge from the awarded PO price.
A. PRINT PROOF: Two (2) hard copy proofs are required. One (1) high resolution color match hard copy press proof is
required for all pages of this book. This proof will be viewed for accuracy in color, graphic links, and layout -AND- One (1) low
resolution color or black & white hard copy representing bindery and pagination. Proofs shall be delivered to:

B. PRESSCHECK: The opportunity for an on-site inspection of the press sheet is REQUIRED. If attended by representative(s) of
ODNR, an approved press sheet will be required prior to production. No production sheets from any form prior to a signed
approval from an ODNR representative will be accepted nor count towards the final quantity.
In the event a ODNR representative cannot attend an onsite press check, a second high-resolution proof may be requested
that will be retained by the client (Ohio Division of Wildlife) to ensure reasonable quality control was administered to the final
product. If a second high-resolution proof is requested, then it must be provided by the vendor.
6. DEADLINE: Delivery is requested to arrive by FEBRUARY 19, 2026 or sooner.

All warehouse deliveries are to arrive prior to 4pm, Monday through Friday only.
No weekend or holiday deliveries. A loading dock and lift equipment is available at this location.
SHIPPING: The means of transportation of the final product is at the vendors discretion. All costs associated with the shipping of
this project are to be accounted for by the vendor and included into the final bid. The ODNR Division of Wildlife is NOT responsible
for additional costs incurred for shipping which includes, but is not limited to, the return of damaged or sub-standard products or the
refusal of delivery (prior to off load) based on on-site visual inspection.
8. COMPARABLES: The projects indicated below are actual jobs that were produced for the ODNR Division of Wildlife. These line
items share key features and/or have identical specifications comparable to this projects scope of work.

9. INVOICING: All invoices are to be submitted DIRECTLY to the Ohio Financial Shared Services (FSS).

B. Please indicate the origin code “N22” on the invoice with the title/name of our agency.
This number is specific to the Ohio Division of Wildlife and will offer faster and thorough processing.

6. AFFIRMATION AND DISCLOSURE FORM BELOW MUST BE COMPLETED PRIOR TO THE AWARD. RETURN TO

the State any change or shift in location of services performed by Contractor or its subcontractors before, during and
after execution of any contract with the State. Contractor agrees to notify the State immediately of any such change or
shift in location of its services. The State has the right to terminate the contract if any services are performed or State
data is located outside of the United States unless a duly signed waiver from the State has been attained.
