Process

The RFQ will be posted on an ongoing basis through June 30, 2026 December 31, 2025 , to accept proposals from qualified firms and individuals. While this RFQ is posted, the Authority will entertain written requests for information and respond in a reasonable timeframe. These questions and answers will be posted on the Authority’s website related to this RFQ. Following receipt of a proposal, the Authority will review the proposal and may request an interview as part of the evaluation process. All proposals will be notified, in writing, regarding the final decision for the selection for work, estimated to be approximately 30- 60 days of receipt.

REQUEST FOR QUALIFICATIONS
The Ohio Air Quality Development Authority (the Authority) is issuing this Request for
Qualifications (RFQ). If you wish to submit a response to this RFQ, please observe the
following requirements:
1. The response must provide the information requested (see Information to be
provided). Responses to the RFQ are limited to 5 pages, not including the cover
page and table of contents. The Authority may request more detailed information
regarding any proposal submitted.
2. Your proposal must be delivered to the Authority via email to
info@aqda.ohio.gov.
3. The Authority will accept additional information requests for this RFQ via email:
info@aqda.ohio.gov
Any responses to requests for additional information will be sent to all the
recipients of this RFQ and posted on the Authority’s website
(www.ohioairquality.ohio.gov) within 5 days of receipt. The Authority will respond
only to requests seeking specific information regarding the RFQ. The Authority
will not respond to requests seeking an indication of the Authority's preferences
or intentions. In addition, the Authority reserves the discretion to decline to
respond to any request.
4. It is the policy of the Authority to provide an equal opportunity to all qualified
applicants who respond to the RFQ. To achieve this, the Authority will take
affirmative steps to administer this process without regard to race, sex, religion,
disability, age, color, national origin (including limited English proficiency), or
other protected status, and to base all decisions on valid selection criteria.
Unlawful discrimination against qualified applicants is strictly prohibited.
5. Responses to the RFQ and requests for additional information are the property of
the Authority. They will be considered “public records” subject to disclosure
pursuant to the Authority’s records policy and Ohio law. Potential respondents
are advised that the Authority will not sign non-disclosure or confidentiality
agreements.
6. An intended outcome of this RFQ is to establish a list of qualified coaches
available to support the employees, board members and representatives of the
Authority.

THE AUTHORITY
The Authority’s vision is to position Ohio as a leader in harmonizing a strong economy
and a healthy environment. The mission is to improve air quality by supporting
businesses, creating jobs and improving communities while enhancing the health and
safety of all Ohioans. Since 1971, its primary purpose is to contribute to cleaner air in
Ohio by assisting Ohio businesses to invest in air quality through the provision of
conduit bond financing for the purchase, construction and/or installation of air quality
facilities. The Authority has several programs, including the Clean Air Improvement
Program and Small Business Assistance Program. It currently implements an active
bond portfolio of $3 billion in outstanding debt for hundreds of projects across the State
of Ohio (the “State”) for large companies, small businesses, utilities, and public entities.
The Constitution of the State, particularly Article VIII, Section 13, and Ohio Revised
Code Chapter 3706 are the sources of, and enabling legislation for, the exercise of the
powers of the Authority. The Authority consists of seven members. The Governor
appoints five public members with the advice and consent of the Senate. The two
remaining members serve ex-officio to include the Director of the Ohio Environmental
Protection Agency and the Director of the Ohio Department of Health.
Over the past several years, the Authority has experienced significant demand from
major employers, small businesses and communities to access and receive financial
assistance for qualified clean air projects. Additionally, new federal funding is expanding
the Authority’s ability to serve more projects across the state, particularly with a focus in
rural communities.
A small and highly skilled set of professionals are meeting the rigorous expectations for
customer demand while navigating the creativity and innovation necessary to handle
ongoing uncertainty of existing market conditions. The type of work includes research
and data analysis, strong customer and stakeholder management, agile and continuous
improvements on program implementation, sound financial management and
accountability of project performance, and avid storytelling of impact and results
benefiting Ohioans. The Authority takes pride in delivering professional development
that strongly supports its employees and board members to meet its high expectations
in serving Ohioans through its mission and programs.

SCOPE OF SERVICES
The Authority is seeking qualified professional coaches to provide professional one-on-
one coaching for its employees. We recognize that investing in employee growth and
leadership development enhances job performance, fosters innovation, and strengthens
team collaboration. By offering personalized coaching, the Authority aims to empower
employees with the skills and confidence needed to excel in their roles while supporting
the agency’s mission. We invite experienced coaches to submit proposals detailing their
approach, qualifications, and pricing for these services.
The Authority intends to select multiple professional coaches to be added to Authority’s
existing list of professional development providers for these services. This list will be
made available to its employees to choose from on a per needed basis.
Any Professional Coach who is selected to provide coaching services to an employee
will be expected to enter into the Authority’s standard Services Agreement after
potential fee negotiation. Individual engagement letters on specific assignments will be
a tool for defining scope and fee arrangements as selections are confirmed between the
coach and employee.
The Professional Coach is expected to schedule regular 1:1 sessions with the
employee, based on the employee’s schedule and preference of hybrid versus in-
person meetings. The sessions shall be one (1) hour long, confidential, and focused on
the employee’s needs with established professional goals to guide the sessions over
time and evaluate benefits.
It is preferred for the Professional Coach to be accessible and responsive for any
emergency requests, within reason based on specified parameters, by employees in
any exceptional circumstances that may arise for additional and immediate support.
As part of the proposal, firms may also list any structured group coaching programs or
packages they offer that may be beneficial to the Authority’s team and that support the
development of effective, resilient, and collaborative leaders.
Note: The Authority offers a range of professional development and employee benefits,
including regular team-focused trainings on leadership development and similar topics
as part of strengthening workplace culture along with individual access to employee
assistance programs. These are illustrative tools that can be leveraged by the coach to
help support the employee depending on needs identified during sessions.
It is the employee’s right to terminate the coaching agreement if the coaching
relationship doesn’t work for them.

BASE OF SELECTION
Selection will be based upon, but not limited to, the following:
(a) Articulation of ability to fulfill the scope of work by identifying the areas of
expertise as outlined in the Scope of Services;
(b) Experience working with public sector employees, such as state and local
governments, agencies, departments, and other entities;
(c) Qualifications, education and experience of the individuals assigned to
perform professional development services;
(d) Cost: each proposal should include specific compensation amount per
coaching session. The total hourly rate should be based on experience and
qualifications and not exceed $250;
(e) Organizational history, structure, insurance policies, and ability to certify
regarding conflicts of interests;
(f) Physical presence within the State of Ohio and Responsiveness – ability
to quickly respond to requests from employees if needed; and
(g) References
The Authority reserves the right to accept or reject in whole or in part—without
incurring liability of any kind—any or all proposals submitted pursuant to this
solicitation.
