The selected CHDO will be responsible for all aspects of the project including property acquisition, construction management, and the eventual sale of the homes to income-eligible households in compliance with all HOME program regulations. Pontiac faces a critical need for affordable, well-constructed housing that meets HOME program standards. High-quality, strategically located single-family homes can provide long-term housing stability for residents, contribute to neighborhood revitalization, and enhance the City’s overall housing stock. This project is particularly important because it will serve as a model for leveraging federal HOME funds to create sustainable, safe, and attractive homes in Pontiac.
Key challenges include identifying suitable development sites, adhering to HOME program compliance (including Section 3, Davis-Bacon wage requirements, and affirmative marketing), managing project timelines effectively, and ensuring cost control while maintaining high construction standards. Vendors who can demonstrate innovation in affordable housing development, efficiency in project delivery, and effective community engagement will be well-positioned to “hit it out of the park.”
The City encourages proposals that not only meet regulatory requirements but also enhance the livability, energy efficiency, and market appeal of the homes. Clear project plans, realistic budgets, proven experience, and strong partnerships with contractors or consultants will be essential for successful project completion.
