The Fleet Logistics Center (FLC) Jacksonville is issuing this competitive 8(a) Request for Proposal (RFP) under the provisions of the Federal Acquisition Regulation (FAR), specifically FAR Part 19 for 8(a) business concerns. The purpose of this RFP is to solicit proposals from qualified 8(a) contractors for Instructor Support Services in support of Naval Construction Training Center (NCTC), Gulfport, MS.
Scope of Work:
The contractor shall provide Instructor Support Services in accordance with the Performance Work Schedule (PWS).
Period of Performance:
The period of performance for this contract is expected to be 01 April 2026- 31 March 2027 with a potential of (4) - 12-month option periods.
Proposal Submission Requirements:
Proposals must be submitted in accordance with the instructions provided in this solicitation. Proposals shall include the following:
-Signed UPDATED SF-1449 with CLIN pricing as outlined in the solicitation
-Technical Approach
-Price Proposal
-Past Performance Information
-Any other required documents as listed in the RFP
FULL PROPOSAL PACKAGE WITH ALL VOLUMES ARE TO BE SUBMITTED VIA EMAIL.
Eligibility Requirements:
To be eligible for award under this solicitation, offerors must meet the following criteria:
Be a qualified 8(a) firm certified by the U.S. Small Business Administration (SBA).
Meet the required NAICS size standards.
Demonstrate relevant experience and qualifications as outlined in the solicitation.

Proposal Submission Instructions ADDENDUM 52.212-1:
All proposals must be submitted by 29 January 2026, 0800 EST, in accordance with the submission guidelines in the solicitation. Proposals received after this time will not be considered.
