SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE
EBSCO eBooks
The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an existing, commercial, off-the-shelf, web-based eBooks collection. This requirement is for eBooks from various Publishers that will be made available throughout the VA healthcare system, the period of performance is September 01, 2025, to August 31, 2026 base year only.
The Program Contracting Activity Central (PCAC) Office of Informatics and Analytics intends to issue a sole source solicitation to EBSCO Industries Inc., 10 Estes ST, Ipswich, Massachusetts 01938-2106.
The Library Network Office (LNO) has collected Medical and Health Sciences eBook publishers content for the last eleven years. LNO eBooks include peer-reviewed eBooks in many medical specialties. Those eBooks are authored by renowned scientists, researchers, scholars, and professionals. Its journal content platform allows the user to browse by subject, and to drill down to the eBook and individual title level.
The NAICS code for this procurement is 519290 and the Small Business Administration Size Standard is 1,000 Employees.
This notice of intent to is not a request for competitive quotes. No solicitation document is available, and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
Responses to this notice are due on or before Friday August 08, 2025, 10:00 a.m. Eastern Time to this procurement s contract specialist, Andrew Allen at Andrew.Allen6@va.gov.
