Notice of Intent to Sole Source Follow-on MT Laguna Comm Site Lease
This is a Sole Source Notic in accordance with FAR 52.207-(c)(15)
The Bureau of Land Management (BLM) California State Office Telecommunications Program seeks to maintain a communications lease at Mt. Laguna to support El Centro and Palm Springs Field Office resources areas. The lease covers land use and associated infrastructure essential for uninterrupted services. The purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1 (b)(1) and pursuant to FAR 6.302-1, Only one Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
This requirement is a follow-on to 140L1222P0091, that was previously completed. Using this sole source contractor will allow BLM to maintain employee safety by improving the radio communication coverage for BLM working in the field.
Site Lease and Equipment Requirements:
The Mt. Laguna Communications Site is a unique, geographically strategic location with existing infrastructure that supports field going staff. No alternative sites in the vicinity meet the operational requirements due to:
¿ The terrain and elevation of Mt. Laguna, which provide critical line-of-sight connectivity.
¿ Existing infrastructure investments at this site that would be cost-prohibitive to replicate elsewhere.
¿ Dependency on uninterrupted services currently provided through this site, which are vital to public safety.
The awarded contract will be between 07/01/2025 through 06/30/2026 with four option periods. A firm fixed price contract is anticipated.
The associated NAICS code for this requirement is 531120. This industry comprises establishments primarily engaged in acting as lessors of buildings (except Mini warehouses and self-storage units) that are not used as residences or dwellings. Included in this industry are: (1) owner-lessors of nonresidential buildings; (2) establishments renting real estate and then acting as lessors in subleasing it to others; and (3) establishments providing full-service office space, whether on a lease or service contract basis. The establishments in this industry may manage the property themselves or have another establishment manage it for them. This service utilizes North American Industry Classification System (NAICS) code 531120, size standard: $19.0 Million.
This notice is not a request for competitive quotes and is not a solicitation or request for offers. No solicitation package is available. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Firms believing, they have the capability to provide the services must send that information in writing and must show clear and convincing evidence that it can provide the services. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. Response to this notice must reference notice number 140L1225Q0016 and be sent in writing to Laurie Ehlinger at lehlinger@blm.gov by no later than May 7, 2025, at 09:00 AM PST.
