Pre-Award Synopsis. The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a contract to General Atomics (GA), San Diego, CA. This contract is for the procurement of Engineering Change Proposals (ECPs), ECP-I-Advanced Arresting Gear (AAG)-0120; ECP-I-AAG-0122; ECP-I-AAG-0123; ECP-I-AAG-0124, in support of Ford Class Carrier CVN 78 to maintain and sustain system availability objectives. Supplies and services to be procured include both development and implementation activities to include non-recurring engineering (such as prototyping, component-level integration and testing, system-level integration and testing), delivery of updated Acceptance Test Procedures, incorporation into the baseline and Logistic Product Database updates required to support the system.
The anticipated contract award date is June 2025, with performance through September 2027, to include options.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S. Code 3204(a)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. As the sole designer, developer and manufacturer of AAG, GA is the only responsible source with the access, unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to fulfill the AAG production requirements and award to another source would result in duplication of costs and unacceptable delays in fulfilling the agency’s requirements. Further, NAVAIR does not have an adequate technical data package suitable for a competitive procurement of the support required.
