TRI-CITIES NORTH REGIONAL WASTEWATER AUTHORITY
MUD RUN RELIEF SEWER
ADVERTISEMENT FOR BIDS
Proposals for the construction of the indicated project will be received online through QuestCDN.com until 2:00 PM on May 21, 2025, at which time the bids will be opened and publicly read virtually via Microsoft Teams.
The relief sewer begins at Chambersburg Road along the east side of Endicott Rd, then continues south along the Great Miami River to the North Regional Wastewater Treatment Plant Main Pump Building.
The Work consists of the following:

Approximately 8,900 LF of 30” sanitary sewer

Approximately 40 LF of 54” sanitary sewer
-
Approximately 3,500 LF of 6” sludge force main
-
Two (2) sewer junction chambers
-
One (1) Metering Station
-
Replacement of one (1) 48-inch storm sewer culvert
-
Miscellaneous site improvements to support sewer construction including roadways, site restoration, erosion and sediment control, electrical service and bypass pumping.
The Work will be funded through the Ohio Water Development Authority (OWDA). As such, work will be completed in accordance with all WPCLF funding requirements including but not limited to Federal Davis-Bacon prevailing wage rates, Disadvantaged Business Enterprise (DBE) and Equal Employment Opportunity (EEO) requirements, American Iron and Steel Act (AIS) and Small Business in a Rural Area (SBRA) requirements.
Bids will be received for a single prime Contract. Bids shall be on a line item basis as indicated on the Bid Form. The Contract Times for the Work are set forth in the Agreement.

Geotechnical reports are not bidding or contract documents as defined by section 00 72 00 – General Conditions and section 00 73 00 – Supplementary Conditions. Reports are technical data as defined in the listed specification sections.
Bid shall be submitted online no later than the date and time prescribed. For this project, TCA will only be accepting online electronics bids through QuestCDN. To access the electronic bid form, download the project documents and click the online bidding button at the top of the advertisement. Prospective bidders must be on the planholders’ list through QuestCDN for bids to be accepted.
A pre-Bid Conference will be held at the North Regional Wastewater Treatment Plant, 3777 Old Needmore Road, Dayton, Ohio 45424 on April 30th 2025 at 1:30 PM.
Bids shall be accompanied by either a Bid Bond for the full amount of the Bid issued by a bonding company authorized to do business in the State of Ohio; or by a certified check, cashier’s check, or letter of credit pursuant to Section 153.54 of the Ohio Revised Code. Satisfactory to the Owner. The required Bid Bond(s), certified checks, cashier’s checks, or letters of credit shall be made payable to Tri-Cities North Regional Wastewater Authority. The above items shall be in accordance with Section 153.54 of the Ohio Revised Code.
