The City of Birmingham (The City) is issuing this Request for Proposals (RFP) for professional services to assist the City in the development of a Comprehensive Climate Action Plan (CCAP) for the BirminghamHoover MSA. The City received funding from the U.S. Environmental Protection Agency (EPA) through the Inflation Reduction Act — CPRG program to complete a CCAP for the Birmingham-Hoover MSA.
The selected firm will work with the City of Birmingham's Office of Resilience and Sustainability as well as other City staff to assist in the technical and analytical aspects of developing a Comprehensive Climate Action Plan resulting in a written plan by November 1, 2025. As part of the analysis, the selected firm will conduct a greenhouse gas inventory for the City and MSA and make recommendations to assist the City and MSA on reaching its Climate Action goals.
Project Deliverables from the selected firm should include:

A full inventory of GHG for the region which must include all GHG Emissions and sinks by emission source and sink category following commonly accepted protocols for the following sectors: Industry, electricity generation and/or use, transportation, commercial and residential buildings, agriculture, natural and working lands, and waste and materials management.

Assistance in establishing implementation measures that have been identified in the Plan for all identified economic sectors.

Assist the City in establishing a baseline year for carbon emissions based on available GHG emissions data.

Assist the City in establishing near-term (2030-2035) and long-term (2050) GHG reduction targets. Goals must be in line with the United States formal commitments to reduce emissions 50-52% below 2005 levels by 2030 and to reach net zero emissions by 2050.

Aid the City in scenario planning which will illustrate the effectiveness of meeting GHG reduction targets set forth in the CCAP.

Evaluation of the extent to which any identified GHG reduction measures in the CCAP will deliver co-pollutant emissions reductions to low-income and disadvantaged communities (LIDACs).

Provide benefits analysis for the full region with a special focus on Low-Income and Disadvantaged Communities (LIDACs).
Full details of expected deliverables are in the full RFP. It is the City's intent to award a contract from January 2025 through March 2026
