AND CONSTRUCTION SERVICES (LHR-022)

Notice is hereby given that uploaded bids to our website at www.lacda.org will be received and virtually opened and witnessed by the Los Angeles County Development Authority (LACDA) until February 18, 2026 at 3:00 p.m. for the Lead-Based Paint Hazard Remediation and Construction Services (LHR-022) for the properties located at:
1. 3161 Euclid Avenue Unit E, Lynwood, CA 90262
2. 4030 E 52nd Street Unit G, Maywood, CA 90270
3. 4030 E 52nd Street Unit H, Maywood, CA 90270
4. 6224 Lucille Avenue Unit A, Bell Gardens, CA 90201
5. 6224 Lucille Avenue Unit B, Bell Gardens, CA 90201
6. 6224 Lucille Avenue Unit C, Bell Gardens, CA 90201
Bids must include all completed forms contained in Appendix D Required Forms. Failure to complete these forms may result in a determination that the bidder is non-responsive and/or non-responsible. Bidders shall guarantee their bid for a minimum of 120 days.
The scope of work for this project includes: furnishing all labor, material and equipment, and performing all work necessary and incidental in accordance with Appendix B – “Scope of Work” and contract documents.
Bidders must attend a mandatory Pre-Bid/Job Walk Meeting for all properties on Wednesday, February 4, 2026 at 3161 Euclid Avenue Unit E, Lynwood, CA 90262, Los Angeles, CA 90022 9:00 a.m. Questions regarding the bid are to be directed to Jackie Reyes at (626)586-1789 or Jackie.Reyes@lacda.org no later than February 11, 2026 at 11:00 a.m.

A bid package containing all submission requirements may be downloaded from the LACDA’s website at www.lacdc.org, scroll to and click on “Vendors,” click on “View Open Solicitations,” and under the “Title” column, select the solicitation of interest and then click on “Download Documents Below” and follow the instructions. For assistance with downloading bid documents, please contact Jackie Reyes at (626) 586-1789.
No mailed, emailed, in-person, oral, facsimile, or telephonic proposals or modifications will be considered unless specified. Bids received after the scheduled deadline will be returned. Bidders, who, upon request, receive the Invitation for Bids package and do not wish to submit a bid should reply with a letter of "No Bid" by submission
due date.

The Bids shall be uploaded on the LACDA’s website at www.lacda.org, under “Vendors,” and click on “View Open Solicitations”. Next, select the solicitation, “HUD Lead Hazard and Reduction Program and Construction Services” and click “Upload Proposals,” and follow the registration to upload the Bid and other documents. Once uploaded, the Bidder shall email Jackie Reyes at Jackie.Reyes@lacda.org to confirm the upload of the Bid.
All bids shall be labeled “Bid for HUD LEAD-HAZARD REDUCTION PROGRAM LEAD-BASED PAINT HAZARD REMEDIATION AND CONSTRUCTION SERVICES (LHR-022) IFB No. LACDA26-009, February 18, 2026.” Any Bidder who wishes his/her bid to be considered is responsible for making certain that it is received by the LACDA at the stated location and at the stated date and time. No oral, facsimile, or telephonic bids or modifications will be considered unless specified. Bids received after the scheduled deadline will not be considered. Bidders, who, upon request, receive the Invitation for Bids package and do not wish to submit a bid should reply with a letter of “No Bid” by the submission due date.
This is a HUD Section 3 Contract and all Bidders must commit to achieving established requirements, including benchmarks, for Section 3 workers and Targeted Section 3 workers to be considered a responsive bidder and eligible for a contract award.
In submitting a bid, each Bidder thereby agrees that, if awarded a contract, it shall execute a standard LACDA Contract, a sample of which is attached to the IFB package for reference. The LACDA shall not award a contract to, or be obligated to execute a contract with, any Bidder who refuses to execute said standard LACDA Contract.
The LACDA reserves the right to reject any and all bids. This IFB is not a contract or commitment of any kind. The LACDA is not liable for costs incurred in the preparation of the respondent’s bid. It reserves the right to issue supplementary information or guidelines related to this IFB. Notwithstanding any other provisions herein, the LACDA reserves the right in its sole discretion to waive minor technical deficiencies in the Bids. In accordance with the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Age Discrimination Act of 1975 and Section 504 of the Rehabilitation Act of 1973, it is the policy of the LACDA to assure equal opportunity to all persons, in the award and performance of any contract, without regard to race, color, sex, religion, national origin, ancestry, age, marital status, or disability.
CONTRACT REQUIREMENTS:
• Insurances (Please refer to the Sample LACDA Contract for required values and additional requirements.)
General Liability: shall include products/completed/on-going operations coverage, an additional insured endorsement providing coverage on a primary and noncontributory basis and a waiver of subrogation. ($2,000,000.)
Workers’ Compensation: shall be Statutory and include Employer’s Liability, and a waiver of subrogation. ($1,000,000.)
Automobile Insurance: coverage shall include owned, hired, non-owned, OR any auto and a waiver of subrogation. ($1,000,000.)
Crime Insurance: the LACDA and their Agents shall be named as loss payee on such policy (Employee Theft Coverage $25,000, Forgery Coverage 25,000, Client Coverage $25,000)
Pollution Liability Insurance and/or Asbestos Pollution Liability and/or Errors & Omissions: Applicable to the work being performed including coverage for bodily injury, personal injury, death, property damages, and environmental damage with limits of not less than the following: General Aggregate ($2,000,000), Each Occurrence ($1,000,000).
Bonds: Contractor License Surety Bond
• Licensing and Certifications:
? The Bidder must possess a current and valid B-General Building Contractor License issued by the California State License Board.
? The Bidder or approved Subcontractor must possess all required certifications in compliance with the requirements set forth in the California Department of Public Health’s (CDPH) Lead Related Construction Program. License must be current and valid for the duration of the contract.
? Current CPDH Certificates for all Supervisors and Workers overseeing and performing lead-based paint hazard remediation activities.
? EPA “Lead-Safe” Certification issued by the United States Environmental Protection Agency. The certification must be current and valid for the duration of contract.
• Penalty: If the Work is not performed in accordance with the terms of this Agreement and in compliance with the Notice to Proceed, the LACDA is entitled to impose the Penalty of five hundred ($500) dollars per day.
