Naval Air Systems Command, V-22 Joint Program Office, PMA-275 awarded a modification under Basic Ordering Agreement N0001920G0007, Delivery Order N0001924F2603 to Raytheon Company on a sole-source basis to provide additioanl level of effort for Digital Interoperability support. This action was awarded on a sole source basis to Raytheon Company in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Raytheon is the Original Equipment Manufacturer (OEM) for the Avionics Functional V-22 Trainer (AFVT), Trainer Fault Insertion System (TFIS), Portable AFVT (PAFVT), and Exportable AFVT (EAFVT) and original software developer for the V-22 Display Engine (VDE)/embedded VDE (eVDE) software, which is used in the V-22 test lab to emulate all the display surfaces on the aircraft when testing the Functional Requirements Document (FRD) and JVX Application System Software (JASS) functionality, and which has been productionized to run on the aircraft displays and MV, CMV, CV, and Japanese V-22 Mission Planning System software. Raytheon is the only known responsible source possessing the requisite knowledge, technical expertise, special skills, technical data, facilities, and experience to complete installation, integration, maintenance, and configuration control on the highly specialized software and hardware in the V-22 Avionics Integration Laboratory (VAIL), V-22 Electronic System Test Laboratory (VESTL), Mobile Navigation (NAV) Bus, and Mission Systems Integration (MSI) Laboratories.
