Subject to FAR clause 52.215-3 entitled “Request for Information or Solicitation for Planning Purposes,” this announcement constitutes a Sources Sought Notice for information and planning purposes for qualified and experienced sources to provide postal operations in support of the United States Naval Academy. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government for any purpose other than to gain the information requested, nor will the Government pay for the information submitted in response. The Government has determined that these supplies and services are noncommercial items as defined in FAR 2.101. Interested parties are encouraged to respond to this RFI/Sources Sought Notice.
Scope
USNA will be relocating the current post office due to renovations and is looking to optimize the operations by utilizing a reduced footprint while gaining efficiency, internal parcel tracking and notification to users through an experienced four employee team. The vendor will be required provide (1) Postal manager and (3) mail clerks to perform all postal duties and maintain cleanliness of associated areas. The contractor shall provide direct labor, supervision and equipment/supplies required to perform the required postal support services in support of the United States Naval Academy (USNA) Areas of Responsibility (AOR). Navy Mail Service Centers as defined in this Performance Work Statement (PWS), except as specified herein as Government-furnished property, materials, and services.

Period of Performance
Performance is estimated to commence around 01 June 2026. The anticipated period of performance will include a 12-month base, plus four 12-month options and FAR clause 52.217-8, Option to Extend Services.
