Low-Noise Voltage Pre-Amplifiers

This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Products and Commercial Services, and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) with a small business size standard of 750 employees.

The Government requires the procurement of Low-Noise Voltage Pre-Amplifiers, and intends to negotiate a sole-source award for this requirement with Krohn-Hite Corporation, 15 Jonathan Dr Suite 4, Brockton, MA 02301-5566. Relevant Krohn-Hite Corporation model numbers and product descriptions for the required Low-Noise Voltage Pre-Amplifiers are as follows:

Item 1, qty. 2 each – Model #: 7008-LAN, Eight Channel Preamplifier, DC to 1 MHz, Eight Channel Preamplifier with the following options:

• 7008-LAN: Local Area Network (LAN) Remote Control


• Option 7008-10: Change each channel standard 1M ohm input impedance to 1G ohm


• Option 7008-11: Replace 100kHz Filter with 400Hz Folter


• RK-314: Rack mount Kit for 19” Rack Spacing

Item 2, qty. 1 each – Model #: LPNF, 2MHz, Low Pass, Noise Filter

Item 3, qty. 1 each – Model #: 7008-LAN, DC to 1MHz, Eight Channel Preamplifier with the following options:

• Option 7008-LAN: Local Area Network (LAN) Remote Control


• RK-314: Rack Mount Kit for 19” Rack Spacing

Item 4, qty. 1 each – Model #: LPNF, 2MHz, Low Pass, Noise Filter

The end users requiring the pre-amplifiers have extensive training and experience with the use of Krohn-Hite branded pre-amplifers in past superconducting circuit applications similar to that for which these pre-amplifiers are intended. Accordingly, use of familiar Krohn-Hite branded pre-amplifiers in the current application will result fastest, most efficient integration/installation of the pre-amplifiers within existing cryostats with no additional training required, thereby reducing the overall number of man hours required. Moreover, as the end users are also already proficient with the subsequent programming and operation of Krohn-Hite branded pre-amplifiers, procurement of Krohn-Hite branded pre-amplifiers will allow the Government to realize the savings of additional man hours otherwise required for programming the pre-amplifiers. Interchanges with Krohn-Hite corporation have yielded that they do not maintain a network of domestic resellers for their products. Accordingly, based on the foregoing, the Government has determined Krohn-Hite corporation to be the sole-source provider for the required pre-amplifiers.

This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.

Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 July 2025.

A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
