San Juan Cattle Guard Replacement, San Juan National Forest, Durango, Colorado



1. Introduction.



This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this presolicitation. If a competitive solicitation is issued in the future, it will be announced via The System for Award Management (SAM) at SAM.gov and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.



2. Applicable North American Industry Classification System (NAICS) Code.



The applicable NAICS CODE: 237310 – Highway, Street, and Bridge Construction



(Size Standard in millions of dollars $45M).



3. Type of Contract to be Awarded.



As a result of this presolicitation and possible solicitation, the Contract Service Area (CSA), Intermountain 8, plans to award a firm fixed price contract.



4. Type of Solicitation.



The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, “Contracting by Negotiation”.

This presolicitation will be posted for 16 days.

7. Contract Background and Description.



Replacement of cattle guards that are 60+ years old, many have monolithic concrete pours that are deteriorating and old railroad track running surfaces that don’t have enough steel left on them to weld. These replacements will help carry the forest through the next 60 years of timber, recreation, and range traffic.



Scope of Work



Replace 44 failing cattle guards across the forest with prefabricated concrete bases and steel grates.



Provide all materials and deliver them to the pre-determined sites. Mobilize to each site, remove the old concrete bases, running surfaces and posts retaining any existing signage. Provide for traffic control with advanced warning signs that read “road work ahead” and “be prepared to stop”, work will not occur on weekends or federal holidays. Install prefabricated concrete bases at the appropriate grade for the road, ensuring that they are level then place the running surfaces, compact contractor provided ¾”-minus aggregate around the structure with a jumping jack style compactor. Install new steel posts and wings when possible and tie in existing range fences. Install existing warning signs to the new posts, place 5 cubic yards of material to the approaches to ensure a smooth transition.

10. Estimated Period of Performance.



October 1, 2025, through July 1, 2026

The anticipated magnitude for this project is between $500,000 and $1,000,000
