SUMMIT COUNTY BEHAVIORAL HEALTH DIVISION
REQUEST FOR QUALIFICATIONS (RFQ) NOTICE
Notice:
Notice is hereby given that Summit County, a body corporate and politic of the State of Utah (the “County”), requests qualifications for licensed and certified providers to deliver behavioral health services, such as detox, sober living, inpatient care, intensive outpatient programs (IOP), recovery support services, and other services that fall within Utah Code§§ 17-43-201 and 301 et. seq.
Purpose:
Summit County has developed a network of care or behavioral health services comprised of various community treatment facilities, non-profits, Medicaid, and private providers, with the Huntsman Mental Health Institute and Healthy U. Behavioral serving as the primary providers. To enhance specific elements of this network, the Summit County Behavioral Health Division (BHD), may, as needed, seek out service providers specific to needs addressed outside of the current network of care. Services related to detox, sober living, inpatient care, intensive outpatient programs (IOP), recovery support services, and other services that fall within Utah Code§§ 17-43-201 and 301 et. seq represent a specific need within the community.
Services Being Sought:
Licensed and certified facilities, organizations, or private providers who are able to provide services, as identified below, in accordance with best practices as identified by the Utah Department of Health and Human Services, on an as-needed basis are encouraged to apply for inclusion in the Summit County Network of Care.

Qualifications:
Application will be accepted only from facilities, organizations, or individuals licensed or certified by the State of Utah to perform mental health and/or substance use services that are free of all obligations and interests that might conflict with the best interest of the County and have the capacity to provide services in a timely manner in accordance with the Utah Office of Substance Use and Mental Health directives and best practices.
RFQ Schedule:
This RFQ will remain open to submission until the County determines the treatment needs of its residents have been met in accordance with Utah Code§§ 17-43-201 and 301 et. seq. Qualified facilities, organizations, and individuals are encouraged to apply at any time until 12/30/2025
Term of Engagement:
The County intends to contract for the services presented herein for a term not to exceed July 1, 2030, based upon need. The County reserves the right to extend the contract term to complete pending projects or cancel the contract at any time with 60 days’ written notice. The estimated implementation timeline is subject to change.
Service Rates:
Unless otherwise established, reimbursement rates will be based on current Enhanced Medicaid Rates for corresponding Current Procedural Terminology (CPT) codes for services.

To be considered for selection, submit the information below in a manner that is clearly labeled. Submissions should include one (1) digital copy in PDF format.

The County reserves the right to reject any or all submittals and to waive any irregularities of information in the evaluation process. The final selection is the sole decision of the County and the respondents to this request have no appeal rights or procedures guaranteed to them. All costs related to the preparation of the proposals and any related activities are the sole responsibility of the individual or organization. Summit County assumes no liability for any costs incurred by offerors throughout the entire selection process.

Submissions should clearly state the service(s) and program(s) the applicant will provide, along with an overview of the qualifications, including how the qualifications relate to the specific behavioral health service you propose to provide.

Highlight any experience with working with the Utah Department of Health and Human Services and the Office of Substance Use and Mental Health.

The cover letter should be no more than two pages.

Experience & Qualifications:

Provide an overview of the qualifications of key clinical staff who will be responsible for providing direct service (s). This includes a copy of the individual’s or facilities current corresponding licensure or certification.

Provide a program cost outline for the identified service(s).
Contract:
Please review the attached contract, Exhibit A, and submit any proposed changes to said contract.
Summit County will require that the selected consultant be willing to negotiate and to enter into a written agreement with the County to provide all services required within the scope of services as submitted by the consultant in its proposal. The County Manager’s Office, working with the selected consultant, will negotiate the agreement. All provisions of the agreement will be in compliance with State and Federal laws. Adequate and satisfactory insurance is also required, including general liability, automobile, and workers’ compensation.
